Attachment 15 – Questions and Answers, Amendment 0005
Q1: Please confirm the contractor is to include the State of New Mexico Gross Receipts Tax (GRT) in its estimate for this project.
A1: Yes.
Q2: Please confirm the work hours for this project.
A2: On-site Work Hours: Limit work in the existing building to normal business working hours of 7 a.m. to 4 p.m., Monday through Friday.
Q3: What is the facility’s policy/process for temporary power and cooling outages? Is temporary power or cooling required? Are outages required to be performed after hours or over weekends?
A3: Contractor to coordinate with location after award but we do not anticipate any after hours or weekend work or temporary power or cooling needed.
Q4: What furnishings/contents will be moved or protected by the government? What furnishings/contents are required to be moved or protected by the contractor?
A4: Government will move or protect furnishings and equipment that reasonably hinders contractors from performing installation. Contractor to coordinate with location at least two weeks ahead of time equipment needs to be moved or protected.
Q5: Are the VRF systems designed to simultaneously heat/cool? If so, branch selectors will be required.
A5: The units will not need to heat and cool at the same time so branch selectors will not be needed.
Q6: Do all VRF systems for all phases accepted tie into one central controller, or does each phase have its own central controller?
A6: The first phase should include a central controller that will be capable of displaying the first phase and all subsequent phases as they are installed.
Q7: Please provide the location where central controller(s) will reside.
A7: Room 209, coordinate location in room with USDA after award.
Q8: Is all VRF control wiring to be in conduit? If so, what size of conduit is required?
A8: Yes, ¾ minimum.
Q9: Will a gateway be required to interface with NMSU’s Tritium control front end?
A9: No.
Q10: Are press fittings, such as MaxiPro, acceptable for the refrigeration piping systems?
A10: There are no objections to use of press fittings.
Q11: Note 7 on Sheet E-001 discusses running a 30-day, 15-minute load study on the incoming service. Does this apply to this project since the service is already installed?
A11: Yes.
Q12: Can dual circuit breaker buckets be used for the new loads? This would save MCC bucket spaces.
A12: Yes.
Q13: Can the condensing unit electrical feeds be brought through the wall instead of the roof to avoid roof penetrations?
A13: No. Provide roof penetrations near the unit so the conduit is not running from the wall to the unit and creating a trip hazard.
Q14: Sheet E-601 presents the panel schedule for MCC-AC. This shows a spare 100A-3P breaker which does not currently exist. Does USDA want this breaker added under this contract?
A14: No. Install only the breakers needed to feed the equipment in this project.
Q15: There is no reflective ceiling plan included in the plan set, this project will require work in the ceiling adding/removing/replacing ductwork in multiple areas of the building. Will the USDA release a reflective ceiling plan to include details of the existing construction of the ceiling(s)?
A15: No. The existing ceiling tiles are to be removed and reused with only damaged tiles being replaced.
Q16: Keynote 16 plan page M-001 states we are to match existing paint, will the existing paint colors be provided for the contractor to match?
A16: Contractor to match as best as possible after award is made. Location to approve of paint match.
Q17: Keynote 2 on plan page MD-101 states to remove and store ceiling tiles and to reinstall or replace if the contractor damaged them. What are the existing tiles and grid (Brand/Make/Color)?
Q17: Exact Brand / Make / Color of tiles and grid are unavailable. However, replacement tiles the location uses are off the shelf items from local Home Depot.
Q18: On plan page M-101 and throughout the plans there is a symbol “T” shown on the drawings, what does this symbol represent as it is not shown in the key?
A18: Thermostat.
Q19: How many concrete equipment pads will be required, on plan page M-102 CU-2 is believed to be on grade however, this is not stated as it is with CU-01.
A19: CU-1 and CU-2 have the exact same verbiage in the keyed notes. “INSTALL AIR COOLED CONDENSING UNIT ON CONCRETE EQUIPMENT PAD PER DETAIL 1/M-502.” So, there are 2 units with concrete pads and 3 that are to be roof mounted on composite rails.
Q20: On plan page M-503 a typical roof patch detail is shown and states to provide a compatible patch with existing roof membrane, what are the existing roofing materials used on the existing roof?
A20: Existing roofing is 60 mil TPO.
Q21: What roofing warranty does the USDA currently have? Will this warranty be maintained through alterations made in accordance with the plans of this solicitation?
A21: Existing roof installed November 2010 by: C.D. General Contractors, Inc., Las Cruces New Mexico, 88006. Phone 575-647-1544. Contract # AG-7MN1-S-10- ASA21. Existing roof was installed with 20 year NDL warranty. USDA desires this warranty to be maintained.
Q22: On plan page M-602 VRV Air Cooled Condensing Unit Schedule states the manufacturer must be certified listed and labeled per AHRI 1230, is this the only acceptable certification? Would an equivalent system matching in performance to AHRI 1230 also be acceptable?
A22: If the contractor wishes to provide an alternate, the performance should be certified by a third party. The contractor can list the alternate as a voluntary alternate with a price deduction. The substitution would be evaluated after the proposal is submitted.
Q23: On plan page E-001 General note #7 states “THE CONTRACTOR MUST PERFORM A
30 DAY, 15 MINUTE INTERVAL LOAD STUDY (OF ALL PHASES) AT THE INCOMING SERVICE
SECTION OF EXTERIOR SWITCHBOARD 'MSX' UPON COMPLETION OF WORK DETAILED IN
THIS CONTRACT AND PROVIDE A SUMMARY REPORT OF FINDINGS AS WELL AS A PHASE
BALANCING REMEDIATION PLAN TO THE CONTRACTING OFFICER. UPON ACCEPTANCE
OF PLAN, PROVIDE RE-BALANCING AS REQ'D TO REMEDY IMBALANCE(S) FOUND
DURING THE STUDY”
Can this be completed after the CCD or during the warranty period?
A23: During our site investigation, we found imbalance. The HVAC project was designed to correct this imbalance. The study should take place AFTER the new HVAC equipment is installed and running.
Q24: Will the USDA please provide a controls specification?
A24: No. Contractor to supply the manufacturer’s standard panel for VRV/VRF systems.
Q25: Is there an existing Building Automation System?
A25: No.
Q26: Is the new mechanical work required to integrate into an existing Building Automation System?
A26: No.
Q27: Is commissioning required?
A27: No. T&B is required, but commissioning is not required.
Q28: Is commissioning to be provided by the USDA or the contractor?
A28: Neither. Commissioning is not required.
Q29: Can the USDA please provide a commissioning specification?
A29: No. Commissioning is not required.
Q30: Will Microsoft project be acceptable for project schedule?
A30: Yes.
Q31: Will Procore be acceptable for file sharing, for example, submittals, RFI’s, transmittals, etc.?
A31: Yes.
Q32: Will the contractor or the owner be responsible for moving all existing equipment out of the construction area?
A32: Government will move or protect furnishings and equipment that reasonably hinders contractors from performing installation. Contractor to coordinate with location at least two weeks ahead of time equipment needs to be moved or protected.
Q33: Will the owner please define where the laydown area will be located?
A33: Staging area will be on west side of Building 28.
Q34: Are we able to work federal holidays?
A34: No.
Q35: What are the acceptable working hours for the contractor?
A35: On-site Work Hours: Limit work in the existing building to normal business working hours of 7 a.m. to 4 p.m., Monday through Friday.
Q36: Are we able to accelerate and work nights if needed?
A36: No.
Q37: If patching a wall, is the requirement to paint from corner to corner on the affected wall or will spot painting be acceptable?
A37: Spot painting will be acceptable.
Q38: This project is broken out into 4 phases, did the USDA have a period of performance expectation for each phase? If so, will that be provided?
A38: The period of performance expectation for this seed project is 365 days for all four
(4) phases.
