About this file
This is a Questions and Answers document (Volume 2) issued by the Oregon Department of Transportation (ODOT) Procurement Office regarding RFP #730-73000-0001954 for ITSM Replacement Software, dated February 4, 2025. The document addresses questions about the agency's current IT Service Management system and requirements for a replacement system. Key aspects include service request management functionality, resolver group access, and integration capabilities with various systems including Asset Accounting, Financial Accounting, Configuration Management Database, and the OregonBuys procurement system.
The current environment uses BMC Remedy ITSM v8.x with 250 concurrent seats. The agency has indicated a relatively low appetite (3 out of 10) for artificial intelligence implementation and a high adoption rate of Microsoft Teams (8 out of 10). While pricing details are not specifically required in the RFI, vendors may include pricing models in their responses under item 4.6.m. The document clarifies that while the current CMDB could be replaced in the future, it is not within the scope of this project, though vendors may include CMDB capabilities in their responses.

QUESTION:
2. Pg. 3, #3a
a. It does not appear as if your current system provided an employee self-service portal (ESSP) and nowhere else in the Requirements does it show the desire for an employee self-service portal. ESSP’s are quite popular in modern ITSM platforms. We work with many, many city, county and state government agencies and 100% of them have an Employee Self-Service Portal as a requirement. Confirming that an ESSP is NOT a requirement for your desired system now or in the near future?
b. Assuming no current ESSP is in place or desired in your future state, Will all of your incidents/requests, etc., be provided by phone calls and emails?
RESPONSE:
2.a The RFI refers to “Service Request Management,” which can be understood as an employee self-service portal 2b. See above; Service Request Management is in place and is a listed requirement
QUESTION:
3. Pg. 3, #3b
a. Resolver Groups: Are these resolvers actually logging in to your current system now? What percentage are just doing approvals which can be done free of charge via email outside of the system vs. actually opening, editing and closing tickets within the system.
