About this file
Technical Evaluation Criteria Summary
This document contains the technical evaluation criteria for the Utah State Board of Education's Request for Proposals (USBE-MI27022-RFP) to contract with external, independent investigators to serve the Utah Professional Practices Advisory Committee (UPPAC). The RFP seeks to procure qualified investigator services on a rotating and random basis as hearings are required. The anticipated contract award may result in a single contract or multiple contract awards to responsive and responsible offerors. The contract term runs until June 30, 2027, with potential for four additional one-year renewal options, and USBE reserves the right to terminate contracts at any time in accordance with standard terms and conditions.
Offerors must provide complete responses to all four technical evaluation criteria to receive consideration. Proposals must demonstrate substantial investigator experience in conducting in-depth investigations and writing investigative reports consistent with the Scope of Work requirements, along with documented experience in educational law. Applicants must submit a writing sample of no more than ten pages from prior investigative or relevant work. Additionally, offerors must identify any potential conflicts of interest, including current or anticipated representation of schools, school districts, or charter schools, as well as any involvement with the Board during the next five years, and must explain how such conflicts would be resolved if awarded the contract. Offerors are permitted to attach supplementary materials to support their responses.
