About this file
This is a Permit Submittal List for the Cuyahoga Valley National Park (CUVA) riverbank stabilization project, identifying all required federal, state, and local permits and their submission requirements. The project, titled "Stabilize Riverbank at High Priority Areas along Towpath Trail and Valley Railway Project," falls within the USACE Buffalo District boundary and requires six permits managed by multiple agencies: the U.S. Army Corps of Engineers (USACE), U.S. Environmental Protection Agency (USEPA), U.S. Coast Guard (USCG), and Ohio EPA.
The permit submittal list details specific requirements for each authorization, with the Contractor responsible for submitting most applications by Winter 2026-2027. Key permits include: CWA Section 404 (wetlands), Section 9 and 10 Waters (riverine structures), Section 401 Water Quality Certification (Ohio EPA), National Pollution Discharge Elimination System General Stormwater Construction Permit (Ohio EPA), and Notice to Mariners (USCG). The National Park Service is designated as the Applicant for several permits. Required documentation includes cover letters, pre-application consultations, permit applications, plan submittals, Stormwater Pollution Prevention Plans, and Notice of Intent forms. Concurrent agency consultations required by Winter 2022-2023 include USFWS Section 7 Consultation, SHPO Section 106 Consultation, and NPS NEPA documentation. Primary contacts include USACE Regulatory at 513-684-6050 and Ohio EPA contacts for specific permit requirements. A pre-application meeting with USACE is suggested prior to formal submission.

If project disturbs 1 acre or more of ground, a construction storm water permit is needed. A stormwater pollution prevention plan and NOI would be needed. Each project site may be considered single and complete actions, or, if the projects are let together, may be classified as one action.
