About this file

This is an NPS Constructability Checklist for the Stabilize Riverbank at MM20 project at Cuyahoga Valley National Park (PMIS CUVA 224822), dated March 18, 2026, completed using a Design-Build (DB) contract delivery method. The project involves riverbank stabilization work using both bioengineering and structural measures, including riprap placement, streambank stabilization, and vegetative treatments. The construction schedule is 730 calendar days and accounts for anticipated winter shutdown periods due to the project's location in northern Ohio and seasonal in-river work restrictions.

The checklist identifies multiple permitting and compliance requirements administered by federal and state agencies, including USACE Section 404/9/10 permits (513-684-6050), Ohio EPA 401 Water Quality Certification (330-963-1251), FEMA/Local Floodplain approval, USCG Notice to Mariners, and Ohio EPA General Construction Stormwater Permit. Environmental constraints include tree removal restrictions (October 15 to March 31) and Indiana bat habitat protections (November 15 to March 15 depending on location). The project requires archeological monitoring during construction at Towpath MM 20 South, NEPA compliance through Categorical Exclusion, and Section 106 consultation with SHPO. Critical construction considerations include trail closures, coordination with the Cuyahoga Valley Scenic Railroad, staging area finalization, utility coordination (particularly relocation of a fiberoptic line), material submittal approvals, and long-term maintenance planning for vegetative components with documented survival and growth period requirements.
