About this file
This is a cover letter and contract specifications document issued by the State of Hawaii Department of Land and Natural Resources, Division of State Parks, for Project No. F75C646H involving repair and maintenance work to the Hapuna Beach State Recreation Area Pavilion located at Old Puako Road in Waimea, Hawaii. The scope of work includes demolition and removal of deteriorated exterior siding and screen wall assemblies, installation of a continuous concrete curb at the building perimeter, in-kind replacement of exterior siding and screen walls to match existing materials and appearance, surface preparation, priming, painting, and all incidental items necessary to restore and maintain the building envelope while preserving its architectural character. Bidders must possess a valid State of Hawaii Contractor's license classification A and are required to obtain all necessary permits, licenses, and approvals prior to construction commencement. A mandatory site visit and voluntary pre-bid conference will be held on May 5, 2026, at 10:00 a.m. at the parking lot closest to the pavilion. Sealed competitive bids must be submitted through Hawaii State e-Procurement (HIePRO) accessible via the State Procurement Office website.
The estimated construction cost is $245,000.00, which places the project below the $250,000 threshold that would trigger apprenticeship agreement preference requirements under Hawaii Revised Statutes 103-55.6. Contract award is contingent upon availability of funds. The contractor will be responsible for verifying all field conditions, dimensions, and quantities before bid submission and must comply with all applicable codes, ordinances, and regulations. The specifications incorporate the Department of Land and Natural Resources Interim General Condition (dated October 1994, as amended) and General Conditions AG008 (latest revision) as part of the contract requirements. No apprenticeship set-asides apply to this solicitation.
