About this file

This document is a specification section for Hollow Metal Doors and Frames (Section 08 11 13) for the Brooklyn VA Medical Center's Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project. The specification outlines detailed requirements for hollow metal doors and frames to be used in interior and exterior locations, including performance standards, materials, fabrication, and installation guidelines.

Key specifications include doors and frames made from cold-rolled or galvanized steel sheets, with a minimum thickness of 1.0 mm, and conforming to ANSI A250.8 standards. The doors are classified as Level 1 for interior use and Level 4 for exterior use, with physical performance levels ranging from standard duty to maximum heavy duty. The specification covers various aspects such as door cores (kraft paper honeycomb for interior, polystyrene or polyurethane for exterior), fabrication requirements, hardware preparation, frame anchoring methods, and finishing standards. The project involves upgrades at the Brooklyn VA Medical Center, with doors and frames designed to meet fire-rated, security, and accessibility requirements.

COR .

F. Workers are subject to rules of the VA Medical Center that are applicable to their conduct.

G. Execute work in such a manner as to interfere as liƩle as possible with work being done by others. Keep roads clear of construcƟon materials, debris, standing construcƟon equipment and vehicles at all Ɵmes.

H. Execute work so as to interfere as liƩle as possible with normal funcƟoning of the VA

Medical Center as a whole, including operaƟons of uƟlity services, fire protecƟon systems and any exisƟng equipment, and with work being done by others. Use of equipment and tools that transmit vibraƟons and noises through the building structure, are not permiƩed in buildings that are occupied, during construcƟon, jointly by paƟents or medical personnel, and Contractor's personnel, except as permiƩed by COR where required by limited working space.

1. Do not store materials and equipment in other than assigned areas.

2. Schedule delivery of materials and equipment to immediate construcƟon working or storage areas within buildings in use by Department of Veterans Affairs in quanƟƟes sufficient for not more than two work days. Provide unobstructed access to Medical

Center areas required to remain in operaƟon.

GENERAL REQUIREMENTS 01 00 00 -6

3. Where access by Medical Center personnel to vacated porƟons of buildings is not required, storage of Contractor's materials and equipment will be permiƩed subject to fire and safety requirements.

I. UƟliƟes Services: Where necessary to cut exisƟng pipes, electrical wires, conduits, cables, etc., of uƟlity services, or of fire protecƟon systems or communicaƟons systems

(except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indicaƟon, where directed by COR . All such acƟons shall be coordinated with the COR or UƟlity Company involved:

Government and not the Contractor.

J. Phasing:

1. The Medical Center (Buildings 1 and 15) must maintain its operaƟon 24 hours a day 7 days a week. Therefore, any interrupƟon in service must be scheduled and coordinated with the COR to ensure that no lapses in operaƟon occur. It is the

CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duraƟon of the work with milestone subtasks.

a. Normal working hours for this contract will be from 8:00 AM – 4:30 PM (local

Ɵme), Monday through Friday except for weekends and established Federal

Holidays.

b. Performing on-site work outside of normal working hours will require approval from the ContracƟng Officer (CO) and the ContracƟng Officer’s RepresentaƟve

(COR). Requests shall be submiƩed via email at least 72 hours prior to the requested date and at no addiƟonal cost to the Government. Approvals are subject to the availability of on-site staff.

GENERAL REQUIREMENTS 01 00 00 -7

2. To ensure such execuƟons, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or porƟon thereof. In addiƟon, Contractor shall noƟfy the COR 21 calendar days in advance of the proposed date of starƟng work in

ICRA Class I and II work areas, and 28 calendar days in advance of ICRA Class III and

IV work areas, as well as criƟcal infrastructure buildings (i.e. Boiler Plant, Chiller

Plant, etc.). Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the VA Medical Center Director, COR, and

Contractor.

3. A/E recommended phasing plan, put together with input from the VA COR and

InfecƟon Controls stakeholders, takes into consideraƟon the complexity of the

Medical Center operaƟons and broad scope of buildings impacted by TR/TE renovaƟons and re-cabling efforts. Phasing of TR/TE renovaƟons and individual room

Cat 6A re-cabling will be heavily influenced by the ICRA precauƟons required by the

VA, informed by the associated paƟent risk levels. CriƟcal paƟent care areas should be considered disƟnct from non-paƟent care areas (engineering, admin space, etc.)

and the contractor shall regularly consult with the VA on paƟent care phasing plans before commencing construcƟon work and upon compleƟon.

4. The following tables outline healthcare and non-healthcare spaces, and recommended phasing constraints:
