The U.S. Army Corps of Engineers – St. Paul District intends to issue a non-personal services Multiple Award Task Order Contract (MATOC) for construction quality assurance (QA) materials sampling and testing management services as well as weld inspection management services.
The objective of this MATOC is to provide timely QA materials sampling and testing services in support of construction projects in the St. Paul District. The QA sampling and testing performed under this MATOC will be used to validate the quality control (QC) program of individual construction contractors awarded construction contracts with USACE throughout the St. Paul District. The QA validation provided under this MATOC will help to ensure that work performed by construction contractors meets the minimum technical requirements of their particular construction contracts.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform in accordance with this Performance Work Statement (PWS). The Contractor shall ensure performance of field sampling, laboratory and field testing in accordance with applicable ASTM, AASHTO, AWS, IADOT, MNDOT, NDDOT, WIDOT, CRD, and other sampling and testing standards listed in the PWS. Additional scope information will be outlined in each MATOC call.
The place of performance for field work for all MATOC calls will be within the boundaries of the St. Paul District, which covers portions of North Dakota, South Dakota, Minnesota, Wisconsin and Iowa. The place of performance for field work (field sampling and field testing) will be designated in each MATOC call. The majority of work is expected to be in the Fargo-Moorhead region.
The laboratories used by the Contractor to perform sampling and testing under this MATOC shall be validated by the USACE Materials Testing Center (USACEMTC) for each test performed. The list of validated USACE-MTC laboratories and the tests for which the laboratories are validated can be found at https://mtc.erdc.dren.mil/searchvalidation.aspx. With each test report, the contractor shall provide the laboratory validation documentation that proves the laboratory is currently validated by MTC or ASHTO to perform the test. Certification documents by the American Welding Society (AWS) shall be provided for all weld test requirements.

The Department of State's Bureau of Diplomatic Security, Research and Development Branch seeks to evaluate the effects of close-in explosive charges and fragmentation devices on various glazing systems through a total of 81 blast tests. Offerors must have experience conducting blast testing utilizing C4 explosive charges and fragmentation devices at distances of less than ten feet from glazing targets representative of those used in U.S. diplomatic facilities. Proposals are due by April 23, 2020 and pricing must remain fixed from April 24, 2020 through October 23, 2020. Evaluation will consider technical approach, personnel qualifications, past performance references, and price.

1. General
This is a Sources Sought posted by the United States Army Corps of Engineers (USACE), Contracting, Portland District, Supply & Services Branch (CECT-NWP-S) and is for informational/market research purposes only. This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2.
The requirement is for the establishment of multiple Blanket Purchase Agreements (BPA) for construction material testing. The Contractor’s laboratory facility must be validated by the USACE Materials Testing Center (MTC) along with maintain ISO/IEC 17025 certification and remain validated throughout the life of this agreement.
2. Project Background
The Contractor shall collect, analyze, and submit reports for the collection of construction material samples taken per each Call issued by USACE, Portland District’s, Engineering & Construction Division. The locations of samples to be taken, and the needed QA Materials Testing, will vary and be within the Portland District areas of operation which covers all of Oregon and Southwest Washington. QA Materials Testing may be required at various designated sites such as construction work sites, fabricating shops, jetties, quarries, Government operation facilities, waterways, and treaty fishing sites among others.
3. Contract Information
The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked with establishing multiple BPA’s. It is understood that all the requested testing/sampling may not be able to be done by laboratory or one laboratory may not be able to cover the whole requirement area. Due to these issues, it is intended to award multiple BPAs to cover the large number of testing/sampling needs and large requirement area. A key requirement is that any laboratory supporting the BPA’s must be validated by the USACE Materials Testing Center (MTC) along with maintain ISO/IEC 17025 certification and remain validated throughout the life of this agreement.
