About this opportunity

The U.S. Army Corps of Engineers, Portland District, seeks the establishment of up to five Blanket Purchase Agreements for metal coupon testing services supporting the Hydroelectric Design Center, with quotes due September 25, 2026 at 11:00 AM PST. The procurement is a Total Small Business set-aside under NAICS 541380 (Testing Laboratories and Services).

Place of performance is Portland, Oregon. The contractor's laboratory facility must maintain active ISO/IEC 17025 certification and validation by the USACE Materials Testing Center throughout the five-year agreement period. Testing services include chemical analysis per ASTM A751, tensile testing per ASTM A370, hardness testing per ASTM A370, Charpy v-notch impact testing per ASTM A370, and carbon combustion per ASTM E1019-18, performed on metal coupons conforming to ASTM A743, A27, A148, A216, or A516 standards. Test reports must be submitted electronically as PDFs within 24 hours of completion and within 14 calendar days of sample receipt. The contractor assumes no responsibility for shipping or duty costs on incoming coupons and may provide optional coupon storage and disposal at no additional cost to the Government.

The master BPA dollar limit is $600,000 with individual call limits of $25,000. Pricing is based on the contractor's most-favored-customer rates, subject to annual review. Calls below $2,500 are processed via Government Purchase Card; calls exceeding $2,500 are competed among BPA holders. The McNamara-O'Hara Service Contract Act applies to all calls over $2,500.

Evaluation criteria are Technical Acceptability (Pass/Fail based on PWS conformance and ISO 17025 accreditation verification) and Price (reasonableness and conformity with solicitation requirements), weighted at approximately equal importance. Offerors must submit completed pricing on the BPA Bid Schedule, proof of ISO 17025 accreditation, and a technical narrative demonstrating capability in specified testing disciplines. All prospective offerors must maintain active SAM registration.
