About this opportunity

The U.S. Army Corps of Engineers (USACE), St. Paul District is seeking a contractor to provide Quality Assurance (QA) inspection services for the Lock and Dam (LD) No. 5A Routine Gate Maintenance project and the LD 3 and 4 Miter Gate Fabrication Contract. QA services will be performed at multiple locations, including Johnson Machine Works in Chariton, Iowa; Lock and Dam 5A in Fountain City, Wisconsin; G&G Steel Inc in Russellville, Alabama; and Warrior River Steel LLC in Cordova, Alabama. Required services include QA inspection and verification of construction contractor inspections, testing and inspection of steel repairs and fabrication, painting means and methods inspections, coatings inspections, and review and response to requests for information and submittals. The resulting contract will be evaluated using Lowest Price, Technically Acceptable (LPTA) criteria in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The solicitation is anticipated to be issued in mid to late December 2025, with a pre-solicitation question deadline of December 25, 2025.

This acquisition is designated as a total small business set-aside under NAICS code 541380 (Testing Laboratories and Services) with a size standard of $19.0 Million. The contract will be structured as a firm, fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) award with a base year period of performance and four optional years available. The solicitation will be issued as a request for quote (RFQ) rather than a formal proposal submission. While specific award values are not disclosed in this pre-solicitation notice, the multi-year contract structure with a base year plus four option years indicates a substantial, long-term engagement. Interested small businesses should monitor for the formal solicitation release in mid to late December 2025 to submit their quotes competitively.
