About this opportunity
The U.S. Department of State, Bureau of Diplomatic Security (DS), Physical Security Division (PSD), Research and Development Branch (RD) is seeking a contractor to perform a Blast Attribute Sensitivity Study (BASS) involving 50 open-air blast tests using 1,000 lbs of four different explosive types: cast TNT, flake TNT, ANFO, and C-4. The purpose is to evaluate the vulnerability of physical security structural, facade, and window systems, as well as blast effect mitigation technologies. Technical approach and prior experience are the most important evaluation factors, while price reasonableness will also be assessed. Questions are due by August 26, 2024, and proposals are due by October 11, 2024.
This is an unrestricted commercial services solicitation under NAICS code 541330 with a $25M size standard. The contract will be a firm-fixed-price award, with the government reserving the right to negotiate final terms and make award to other than the lowest priced offer. The place of performance is Rosslyn, VA. No incumbent or budget information is provided, but the requirement specifies conducting 50 open-air blast tests at increased charge size, setback, and additional shapes compared to previous testing.
