About this opportunity
The U.S. Department of State, Bureau of Diplomatic Security (DS), Physical Security Division (PSD), Research and Development Branch (RD) is seeking to procure commercial products or services to verify the performance of forced entry/ballistic and blast resistant (FE/BBR) and blast resistant glazing layup designs using the WINGARD design software. The key objective is to validate that these designs perform within predicted response limits when exposed to loading conditions that differ from historic Department of State test conditions. Evaluation criteria will focus on the offeror's technical approach, organizational experience, and staff qualifications, which are significantly more important than price. Questions are due by August 26, 2024 and proposals are due by October 11, 2024.
This is an unrestricted solicitation under NAICS code 541330 - Engineering Services, with a size standard of $25 million. The contract will be a firm-fixed price type and the work will involve designing glazing layups, procuring samples, and subjecting them to various blast loading environments in full-scale testing to verify performance. A total of 30 blast resistant windows and 9 FE/BBR and blast resistant windows will be tested, including both rectangular and irregular-shaped units. The place of performance is Arlington, VA.

Update: 19AQMM24R0106 Amendment 0002. Proposal due dates are extended from October 3, 2024, 1 PM, EST, through October 11, 2024, 2 PM, EST
Update: 19AQMM24R0106 Amendment 0001. Final Questions are due by Friday, September 06, 2024. Proposal due dates are extended from September 3, 2024, 1 PM, EST, through October 3, 2024, 1 PM, EST. Instructions to Offerers updated to state, "The offeror agrees to hold the prices in its proposal firm unl January 01, 2025." Questions and offers are to be sent electronically to Amber Gray, Contract Specialist, Grayal@state.gov and to Lisa Pizarro, Contracting Officer at PizarroL1@state.gov.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
The U.S. Department of State, Bureau of Diplomatic Security (DS), Physical Security Division (PSD), Research and Development Branch (RD) has consistently conducted testing of structural systems, facades, windows, and blast effect mitigation technologies using the Department’s Design Basis Threat (DBT).
DS/PSD/RD has a need to verify that forced entry/ballistic and blast resistant (FE/BBR) and blast resistant glazing layup designs using the WINGARD design software perform within predicted response limits when exposed to loading conditions that differ from historic Department loading conditions. Charge and standoff combinations may also result in pressure and impulse conditions that are outside of the dataset used to validate and verify the WINGARD software during its development and therefore require verification.
RD conducted recent blast testing of laminated and delaminated glazing samples. This testing should be referenced for fully laminated (control samples) blast test results for comparison to WINGARD analysis as part of this research effort. Reporting, results, and data shall be provided upon contract award.
See the attached Statement of Work, Two (2) Addendums and Two (2) Attachments.
Questions are due by 2 pm (Eastern Standard Time) on Monday, August 26, 2024: Questions and offers are to be sent electronically to Amber Gray, Contract Specialist, Grayal@state.gov and to Lisa Pizarro, Contracting Officer at PizarroL1@state.gov.
