THIS IS A Sources Sought Notice ONLY.
The U.S. Government desires to procure Women’s Over Blouses in accordance with a schedule of sizes and qualities on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside.
Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.
If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.
The anticipated NAICS code(s) is/are: 315210 Cut & Sew Apparel.
A need is anticipated for the Women’s Over blouses in accordance with a schedule of sizes and qualities.
In response to this sources sought, please provide:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.

4. Information to help determine if the requirement for Women’s Over blouses is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

The Marine Corps Systems Command (MARCORSYSCOM) has published a Special Notice for the development of MIL-DTL-MC045, the specification for a Blouse, Maternity, Utility - Marine Corps. This is not a solicitation, but rather an invitation for industry to review and provide comments on the attached draft specification document.
The purpose of this Special Notice is to gather feedback from industry on the draft MIL-DTL-MC045 specification prior to its finalization and publication. MARCORSYSCOM is seeking comments on the draft document, which can be submitted using the provided Consolidated Comments Form (CCF) by the review period end date of 05/30/24. This is an open invitation, as there is no set-aside, and the final MIL-DTL-MC045 specification will establish the requirements for the Marine Corps Maternity Utility Blouse in Woodland and Desert MARPAT camouflage patterns.

This information is for solicitation SPE1C1-20-R-0089. The item description is: COAT, ALL-WEATHER, WOMEN'S, MARINE CORPS, PEWTER (SHADE 2246). The NSN is: 8410015048598(s). The item shall conform to the requirements of CR PD 03-09, Type I dated 28 January 2003. The pattern date is 27 January 2016.
The purchase quantity for the base year and four option periods is a minimum of 1,390 each and an annual order limitation quantity of 4,340 each. The annual estimated quantity (AEQ) is 3,468 each. The COAT, ALL-WEATHER, WOMEN'S, MARINE CORPS, PEWTER (SHADE 2246) will require source inspection and price will be FOB Destination. The first delivery order is due 150 days after the date of award. All materials used in the fabrication of the end item are to be furnished by the contractor. The destination for the item is (VSTZ) Travis Association for the Blind 4512 South Pleasant Valley Road Austin, TX 78744.
The solicitation will be issued as a Total Small Business Set-Aside that will result in a firm fixed price contract, Indefinite Delivery – Indefinite Quantity Type Contract. This is a Best Value acquisition with Source Selection Procedures. The following factors will be utilized in descending order of importance: Past Performance Confidence Assessment and Production Demonstration Model (PDM). All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important.
The Government anticipates that the number of most highly-rated proposals that might otherwise be included in the competitive range will exceed the number at which an efficient competition can be conducted. The Contracting Officer may conduct the technical evaluation using a two-phase process, as contained in the Addendum to provision 52.212-2, Additional Source Selection Evaluation Procedures (applicable to Commercial Item Acquisitions only) or Section M (applicable to other than Commercial Item Acquisitions only). During the first phase of this evaluation process, all offerors' Product Demonstration Models (PDMs) and proposed prices will be evaluated. Those offerors who have submitted PDMs that are most highly rated and who have submitted price proposals that are realistic and competitive with other offerors who have submitted most highly rated PDMs will then be evaluated in the second phase of this evaluation process for the remaining technical evaluation factors.
All materials used in the fabrication of the end item are to be furnished by the contractor. The Government does not intend to use FAR part 12 for this acquisition. Reference Numbered Notes 1, 9, and 26.

The Defense appropriations and authorization acts and other statues (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.25.7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.

The New Jersey Army National Guard (NJARNG) has issued a Special Notice for a sole source contract to Marlow White Uniforms, Inc. for Army Green Service Uniforms (AGSUs) and accessories. This Special Notice is issued under Federal Acquisition Regulation (FAR) Part 6.302-1, as the NJARNG has determined that Marlow White Uniforms is the only responsible source that can satisfy the agency's requirements.
The purpose of this Special Notice is to inform interested parties of the NJARNG's intent to award a sole source contract to Marlow White Uniforms for the required AGSU items. The NJARNG will consider any capability statements, proposals, or quotations submitted by other potential vendors within 7 calendar days of the notice posting, but a written solicitation will not be issued. The contract is set aside for small businesses, and the applicable NAICS code is 458110, Clothing and Clothing Accessories Retailers. Interested parties must be registered in the System for Award Management (SAM) in order to participate.
