About this opportunity
The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles is seeking qualified manufacturers to supply Marine Corps Women's Dress Blue Coats in accordance with MIL-DTL-32732 specification. This Firm Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be awarded for a 60-month term divided into five separate 12-month pricing tiers, utilizing a Best Value Tradeoff Source Selection methodology. Offerors must submit a Technical Proposal that includes a Product Demonstration Model and past performance documentation, along with a Business Proposal containing unit pricing for all five tiers; failure to submit pricing for all tiers may result in rejection. The Government will evaluate proposals primarily on the technical merit of the Product Demonstration Model (go/no-go factor), Past Performance Confidence Assessment, and price, with non-price factors weighted significantly more heavily than cost. The solicitation closes on February 23, 2026, at 3:00 PM EST, with proposals required to be submitted electronically through the DIBBS system.
This solicitation is designated as a 100% Total Small Business set-aside. The contract establishes a minimum quantity of 1,920 units, an annual estimated quantity of 4,800 units per tier period, and a maximum contract quantity of 33,600 units, with no more than 1,120 units required to be delivered in any 30-day period. The initial production lead time is 120 days, with subsequent orders requiring 90-day lead times. Delivery is FOB Destination to Travis Association For The Blind in Austin, Texas, with Product Demonstration Models requiring delivery to DLA Troop Support in Philadelphia, Pennsylvania, during business hours via a traceable carrier. All clothing items must be grown, reprocessed, reused, or produced in the United States in compliance with the Berry Amendment, and offerors must meet E-Verify registration requirements within 30 days of award.
