The Defense Logistics Agency Troop Support Clothing and Textiles is procuring seven Marine Corps maternity clothing items, including dark blue and sky blue skirts, green skirts and slacks, a green tunic, and khaki short and long-sleeve shirts. Pricing for furnished materials ranges from $20.37 to $28.95 per yard depending on the material type and pricing tier. The initial delivery order requires three monthly deliveries beginning 120 days after award, with subsequent orders due in 90-day intervals. This acquisition will be issued as a Total Small Business Set-Aside for the manufacture and delivery of the Marine Corps Maternity Items. The Marine Corps Maternity Items shall be manufactured in accordance with its specifications.

This procurement will result in one award for an Indefinite Delivery, Indefinite Quantity, Firm Fixed Price Type contract with five-(5) pricing tiers where each tier period will be for a 12-month performance period resulting in a 60-month contract.

The quantities provided below are COMBINED estimates for each item and may change at the time of solicitation based on changes in demand and supply position.

  • Guaranteed Minimum for all five (5) pricing tier periods: 2,908 EA
  • Annual Estimated Quantity (AEQ) for each of the five (5) pricing tier periods: 6,570 EA
  • Maximum Quantity for all five (5) pricing tier periods: 44,520 EA

Under the initial delivery order there will be three (3) monthly deliveries that will be required starting 120 days after the date of award with subsequent orders due in 90 days. The delivery destination for these items is Travis Association for the Blind located in Austin, TX 78744. Source Selection criteria will be used for award evaluation purposes in accordance with FAR 15.101-1. For award evaluation purposes technical merit is more important than price. Evaluation Factors for award are Product Demonstration Models (PDM), Past Performance Confidence Assessment, and Proposed Price.

All items must be 100% U.S. Made out of 100% U.S. Materials.

Offerors will be required to submit a total of one (1) Product Demonstration Models (PDM) from each proposed place of performance; for each item; and a history of their experience/past performance record from the period three years prior to the solicitation closing date. PDMs must be submitted with offers. PDM(s) will be the most important evaluation factor which will be evaluated for conformance to the specifications, followed by Past Performance and Price.
