About this opportunity
Special Operations Command Pacific is issuing a Request for Information to identify vendors capable of providing commercial passenger car leasing services supporting rotational operational requirements on Oahu, Hawaii, with responses due by October 23, 2026. SOCPAC intends to place a 5-year Blanket Purchase Agreement as the contract vehicle; this RFI is for market research only and does not constitute a commitment to award or pay for information provided.
Place of performance is Daniel K. Inouye International Airport (HNL), 300 Rodgers Blvd, Honolulu, Hawaii 96819, with vehicle operations limited to Oahu. Each vehicle must safely accommodate three adult occupants and transport at least nine large military duffel bags or suitcases. The contractor shall provide all maintenance, comprehensive insurance coverage, and 24/7 roadside assistance with replacement vehicles available within four hours of notification for mechanical breakdowns or scheduled servicing. Pickup and return occur at HNL with dedicated on-site airport counter or shuttle access. Up to three designated military or civilian government personnel per vehicle are authorized without additional surcharge.
Contractor qualifications include U.S. citizenship, active SAM.gov registration with valid CAGE code, certification as a licensed commercial car rental agency with commercial operating rights at or immediately servicing HNL, dedicated 24-hour customer service and dispatch on Oahu, and an electronic billing and reservation management system capable of processing Department of Defense invoicing through WAWF or government credit platforms.
