About this opportunity
The United States Special Operations Command is soliciting quotations for complete refurbishment and retrofit of two medical waste incinerators at the Joint Special Operations Medical Training Center at Fort Bragg, North Carolina, with quotations due September 23, 2026 at 10:00 AM EST. This procurement is a 100% small business set-aside with a NAICS code of 333994 (Industrial Process Furnace and Oven Manufacturing) and a 500-employee size standard.
The contractor must rebuild one large dual-chamber incinerator (Model C-125PAE-1P, 2005 manufacture) to achieve a minimum burn rate of 350 pounds per hour and retrofit one small incinerator (Model C-75P1/ML-120, 1996 manufacture) to achieve 200 pounds per hour, both within existing structural footprints. A critical requirement is zero facility modification: all components must interface with existing natural gas connections (10" water column at 3,120 CFH, 2" NPT), hydraulic systems (Consumat #RV10-3V Continental Components, 800 PSI), and 3-phase 480V electrical connections without structural, piping, ductwork, or connection changes. The contractor must provide project management, labor, materials, equipment, freight, installation, testing, commissioning, on-site training for up to five government personnel, comprehensive documentation, and a 12-month commercial warranty on all parts and labor. Performance period runs 24 weeks from contract award through March 29, 2027. A pre-award site visit is offered September 21, 2026 at 1300 hours (RSVP deadline September 18). Award will be made on a Lowest Price, Technically Acceptable basis to a responsible small business offeror. Quotations must include a completed SF 1449, SAM.gov confirmation, cybersecurity compliance verification (CMMC Level 1/NIST SP 800-171 Self-Assessment in SPRS), a technical narrative limited to five pages, and a firm-fixed-price proposal. The Product Service Code is J045. Wage Determination No. 2015-4377 (Revision 33, August 20, 2026) applies. Contracting Officer: Jonathan D. Long (jonathan.long.civ@socom.mil); Contract Specialist: Debbie Harris (debbie.harris.civ@socom.mil).
