NORTH AMERICAN FATIGUE MANAGEMENT PROGRAM (NAFMP) WEBSITE HOSTING, OPERATION, AND MAINTENANCE AND USER EDUCATION AND OUTREACH
The U.S. Department of Transportation's Federal Motor Carrier Safety Administration is seeking hosting, operation, maintenance, and user education and outreach services for the North American Fatigue Management Program website. Interested vendors shall provide a capability statement, proposal, or quotation for consideration. The agency intends to issue a sole source contract to Commercial Vehicle Safety Alliance to promote usage of the NAFMP website through education and outreach to carriers and drivers. Vendors must submit responses in writing by September 15, 2021.
There is no set-aside designated for this procurement. The incumbent host is Transport Canada, and the website utilizes Drupal 8 with potential upgrade to Drupal 9. The attached question and response document provides additional details on website and learning management system requirements. Full management and maintenance of the LMS is included in the contract scope. The agency intends to acquire these services using FAR Parts 12, 13, and 19.702.

The U. S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), is seeking expert writing, analysis and economic support. The agency will consider original and creative solutions to achieve the agency’s goal necessary for providing informed data to agency’s program managers and executives who make final policy decisions in the agency’s rulemaking projects.

Interested parties are invited to submit a technical capability statement which clearly demonstrates its ability to meet the government’s requirement as summarized in the attached RFI and Draft Performance Work Statement (PWS).
Contractors should include the following information in their capability statement:

Responses should be no longer than ten (10) pages, excluding cover page, single-spaced, with font no smaller than 12-point. This sources sought announcement is for a multiple award indefinite delivery/indefinite quantity contract to provide research and technology services to the Federal Motor Carrier Safety Administration. Current research is conducted across many aspects of commercial motor vehicle safety with selected contractors supporting ongoing work by providing additional data and expertise. Specific areas studied include issues involving conventional, advanced, and automated in-vehicle technologies; their interaction with drivers, roadways, and environments; and topics like driver qualifications, health, and training. Contractors will evaluate real-world use of systems and application of emerging technologies over varying timelines.
