About this opportunity
The Federal Motor Carrier Safety Administration (FMCSA) has issued a Special Notice of Intent to award a sole source contract to the American Association of Motor Vehicle Administrators (AAMVA) for their Unified Network Infrastructure (UNI) software license. This notice was published on June 25, 2025, and pertains to renewing AAMVA's specialized software license that enables FMCSA to interface with the Commercial Driver License Information System (CDLIS). The contract will be structured as a Firm Fixed-Price arrangement with a twelve-month base period plus one twelve-month option period, totaling twenty-four months of performance. AAMVA operates CDLIS under an existing agreement with FMCSA to meet requirements of the Commercial Motor Vehicle Safety Act of 1986. The UNI software serves as a critical interface between FMCSA's application systems and AAMVA's proprietary telecommunications network for retrieving CDLIS data.
The primary purpose of this sole source procurement is to maintain FMCSA's ability to access commercial driver licensing information through AAMVA's specialized network infrastructure. Any questions, comments, or concerns regarding this planned sole-source award must be submitted by June 30, 2025, at 9:00 AM EST to the designated contract specialist and contracting officer via email. The procurement is justified under FAR 13.106-1(b) as only one responsible source is capable of satisfying the agency's requirements due to AAMVA's unique role as the sole operator of CDLIS. The services are characterized as highly specialized and can only be provided by AAMVA given their exclusive operational responsibility for the Commercial Driver License Information System. This procurement falls under NAICS code 541519 for Other Computer Related Services and represents a continuation of the existing relationship between FMCSA and AAMVA for critical commercial driver licensing data access.
