About this opportunity

The Federal Motor Carrier Safety Administration issued a Request for Information (RFI 693JJ424-26-RFI-0003) on July 15, 2026, seeking market research on Advanced Transportation Analytics Platform Services, with responses due August 5, 2026 at 3:00 PM EST. This RFI replaces the previously cancelled RFI Number 693JJ424-26-RFI-0002.

FMCSA intends to modernize motor carrier oversight by integrating commercial and government data to proactively monitor illicit vehicles, drivers, and carriers on U.S. highways and supply chains. Key platform objectives include macro analysis of national supply chains to identify illicit activity hotspots, periodic validation of predictive indicators, real-time alerts to enforcement staff via bi-directional open API architecture, tools linking to load boards for insurance coverage gaps, business intelligence dashboards for DOT leadership, enhanced risk models leveraging social media and foreign ownership disclosures, optional edge connectivity for degraded environments, and optional feedback loops for field staff validation to retrain predictive models.

Responses must not exceed ten pages (excluding cover page and table of contents) and should include a cover page with company name, primary contact, small business status, and GWAC information; a capability statement demonstrating successful experience with a minimum of two past projects aligned with the strategic objectives; and a data and IP rights disclosure listing all commercial data sources, license types, and government reuse restrictions, with trade secret portions marked as procurement sensitive.

Respondents should submit to Mark.Miller@dot.gov with a copy to Sabrina.Phillips@dot.gov. FMCSA is considering NAICS codes 541511, 541519, and 541990 for the anticipated procurement. Responses are expressions of interest only and do not form binding contracts; respondents bear all submission costs.
