No set-aside applies. The contractor will operate and maintain a web-based portal providing commercial driver crash and inspection history data from FMCSA's Motor Carrier Management Information System (MCMIS) to motor carriers, industry service providers, and individual operators during pre-employment screening, processing approximately 140,000 PSP records monthly (1.7 million annually).

Performance of work occurs at the contractor's facility. This is a no-cost contract where the contractor is compensated exclusively through transaction fees collected from users, with maximum fees limited to FOIA-authorized rates. The contractor must establish operations within 90 days of award. Required personnel include a program manager with five years of government contract experience and IT security experts holding CGRC, CISM, CBCP, and CompTIA Security+ certifications. The initial contract term is two years with four optional one-year renewal periods and two optional six-month extension periods, not to exceed five years and six months total. Transition periods of 90 days are required at contract inception and conclusion.
