About this opportunity

The Federal Motor Carrier Safety Administration (FMCSA) is soliciting proposals for research and technology services to promote the safety of commercial motor vehicles, drivers, and carriers under solicitation 693JJ426R000002. This full and open competitive acquisition seeks multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, recognizing that no single organization possesses expertise across all relevant subject areas. The government intends to award contracts to organizations capable of conducting research in areas including cybersecurity engagement, longitudinal tire studies, substance abuse professional verification, virtual training development, and related safety initiatives. Proposals must demonstrate technical capability, past performance, and qualified personnel across labor categories spanning senior technical program managers, engineers, researchers, and support staff. Questions from offerors must be submitted by 11:00 a.m. on August 20, 2025, with final proposals due by 11:00 a.m. on September 19, 2025 (subsequently amended to require a 240-day proposal validity period with a final deadline of January 20, 2026 at 5:30 p.m. EST). All correspondence must be submitted electronically, and submissions received after the stated deadlines will not be considered.

This solicitation carries no set-aside designation and includes no identified incumbent contractors. The contract value is not explicitly stated in the solicitation, though the subcontracting plan template indicates the acquisition likely exceeds $750,000 based on subcontracting requirement thresholds. Task orders under the IDIQ include specific performance periods ranging from 12 months for training development to 50 months for the longitudinal intelligent tire study, with a five-year labor rate schedule provided for pricing purposes. The solicitation encompasses research activities requiring 21 distinct labor categories with both Firm-Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) pricing models. Performance of work will take place in Washington, DC 20590, with contractors required to comply with extensive requirements including critical infrastructure protection, information assurance standards, Section 508 accessibility compliance, security clearances for sensitive data access, and execution of non-disclosure agreements with no expiration date.
