About this opportunity

The Federal Motor Carrier Safety Administration, in collaboration with the Department of Transportation's Office of the Assistant Secretary for Research and Technology, is conducting market research through a Request for Information for Advanced Transportation Analytics Platform Services, with responses due by June 8, 2026 at 5:00 PM EST. This is not a solicitation; responses are not offers and cannot form binding contracts, and the government will not reimburse respondent submission costs.

FMCSA seeks to assess availability, capability, and competitiveness of qualified sources in the commercial Software-as-a-Service market. Anticipated NAICS codes are 541511, 541519, and 541990. The agency intends to transition from periodic manual audits to continuous risk review, assessment, and validation of motor carrier operations using commercial and publicly available government data. Strategic objectives include macro analysis of national supply chains at weekly or monthly frequency to identify unsafe and illicit activity hotspots; periodic validation of predictive risk indicators; predictive and prescriptive analytics tools with bi-directional open API architecture for real-time enforcement alerts; tools identifying insurance coverage gaps linked to load boards; business intelligence dashboards and dynamic reports for DOT leadership; enhanced risk models incorporating social media indicators and foreign ownership/control disclosures; human systems integration tools supporting multiple input/output modalities; and optional capabilities for edge connectivity in degraded environments, feedback loop mechanisms for model retraining, and broker risk assessment.

Responses must not exceed 10 pages (font size 12 or larger), excluding cover page and table of contents, and may include a video demonstration not exceeding 5 minutes. Required elements are cover page with company name, primary point of contact, small business status, and GWAC information; a capability statement demonstrating experience with at least two past projects aligned with stated objectives; and a Data and IP Rights Disclosure Statement listing all commercial data sources, license types, and government reuse restrictions. Submit to Mark.Miller@dot.gov with cc to Sabrina.Phillips@dot.gov.
