About this opportunity
The City of York, Pennsylvania is requesting sealed bids on the York City Hall Interiors Renovation project under three separate prime contracts—Architectural, Electrical, and Plumbing—with bids due August 21, 2026 at 2:00 p.m. via PennBid. Davis Bacon Wage Rates apply. The project has received partial funding through the American Rescue Plan Act (ARPA), with associated compliance requirements in the contract documents.
The scope includes interior renovations throughout the two-story masonry building at 101 South George Street, York, PA 17401: replacement of entry doors, new plumbing fixtures in first- and second-floor restrooms, restroom partitions, lighting-fixture replacement in restrooms and main lobby, protective glass installation at the payment center, and associated demolition, preparation, patching, and finishing to achieve code compliance. Work must comply with the 2021 International Existing Building Code, 2021 International Building Code, 2021 International Mechanical Code, 2021 International Plumbing Code, 2021 International Energy Conservation Code, and the 2020 National Electrical Code. Three alternates are included: epoxy flooring in restrooms, alternative flush-valve options, and stair-tread replacement in Stairwell East. Contractors must field-verify existing conditions; plumbing configuration, pipe sizes, and connection points are not guaranteed and may differ from assumed conditions.
The anticipated construction duration is approximately 120 calendar days from Notice-to-Proceed or building-permit issuance, whichever occurs later. Each bid must include a proposed construction schedule and phasing plan demonstrating minimized disruption to ongoing operations, continuous restroom availability with a maximum of one restroom out of service at any time, and off-hours coordination for window treatments, painting, carpet replacement, and acrylic glazing (outside Monday–Friday, 7:00 a.m. to 5:00 p.m.) unless owner-approved otherwise.
Each bid requires a certified check, cashier's check, or bid bond equal to ten percent of the total bid amount, payable to the City of York. Successful bidders must furnish Performance and Payment Bonds and Certificates of Insurance prior to contract execution. A non-mandatory pre-bid meeting is scheduled for August 3, 2026 at 10:00 a.m. at York City Hall. Construction documents prepared by Murphy & Dittenhafer Architects are available at no cost on PennBid. The City will cover plan review, building permit fees, and required inspection fees. The City of York is an Equal Opportunity Employer and encourages DBE participation.
