About this file

This is a Schedule and Phasing Plan Requirements document for the York City Hall Interior Renovations project (M&D Project 26103) located at 101 S George Street, York, Pennsylvania. The City of York is soliciting sealed bids through PennBid for three separate prime contracts—Architectural, Electrical, and Plumbing—to complete interior renovation work at City Hall. The project encompasses all labor, materials, equipment, and incidentals necessary for the renovations as detailed in the construction documents prepared by Murphy & Dittenhafer Architects. Bids are being accepted online through August 21st at 2:00 PM, with public opening and posting on the PennBid website. A non-mandatory pre-bid meeting is scheduled for August 3rd at 10:00 AM at York City Hall. The anticipated construction duration is approximately 120 calendar days, and all contractors must submit a detailed construction schedule and phasing plan with their bids for owner review and evaluation.

Each bid must be accompanied by bid security in the amount of ten percent of the total bid, submitted as a certified check, cashier's check, or bid bond made payable to the City of York. The phasing plan must demonstrate how the contractor will minimize disruption to the owner's ongoing operations, maintain continuous restroom availability during renovations (with a maximum of one restroom set out of service at any time), and coordinate window treatments, painting, carpet replacement, and acrylic glazing installation during off-hours (outside Monday through Friday, 7:00 AM to 5:00 PM) unless otherwise approved by the owner. The general contractor is responsible for coordinating all subcontractors, managing the approved construction schedule, and providing timely notice of any schedule impacts or changes affecting project sequencing. The City of York is an Equal Opportunity Employer and reserves the right to reject any or all bids or waive any informalities in the bidding process.

The submitted schedule and phasing plan shall represent the Contractor's intended approach to completing the Work and shall identify the anticipated sequence of operations, duration of each phase, trade coordination, and the Contractor's plan for maintaining the Owner's operations throughout construction. The submitted construction timeline and phasing plan shall be subject to Owner review, and any requested revisions shall be incorporated by the successful Contractor prior to commencement of the Work. Unless otherwise approved by the Owner, all work identified as requiring off-hours shall be performed outside of the

Owner's normal hours of operation, Monday through Friday, 7:00 AM to 5:00 PM.

Construction Phasing Requirements

The Contractor shall coordinate all construction activities to minimize disruption to the

Owner's ongoing operations. Window treatment installation, painting, carpet replacement, and installation of the acrylic glazing system at the reception counter shall be performed during off-hours unless otherwise approved by the Owner. The Contractor shall protect existing finishes, furnishings, equipment, and occupied spaces during all construction activities and shall return each work area to a safe, clean, and operational condition upon completion of each phase of work.

Restroom renovations shall be phased to maintain continuous restroom availability for building occupants. A maximum of one (1) set of restrooms shall be taken out of service at any given time. The Plumbing Contractor and Electrical Contractor shall coordinate with the Architectural General Contractor regarding their required work activities and shall provide anticipated durations necessary to complete each restroom renovation phase. The Architectural General Contractor shall coordinate all subcontractors and trade sequencing to allow each trade to mobilize, complete its work, and maintain the approved construction schedule. The General Contractor shall be responsible for coordinating all trade activities, inspections, restoration, and completion requirements prior to reopening each restroom area for Owner use.
