About this opportunity

Orange County, Florida is accepting sealed bids for the Y26-720-EB Seidel Road at Summerlake Park Boulevard Roundabout Improvements project, a construction procurement with an estimated cost of $1,512,000. Qualified respondents must have completed at least three similar projects within the past ten years as a prime contractor or subcontractor, with at least one project demonstrating intersection improvements including roundabout installation and roadway signing, incorporating at least four of the following elements: asphalt paving, drainage, sidewalk, pavement marking, roadway signing, or lighting installation to FDOT standards. The contractor must possess all applicable state and federal licenses, secure a bid bond equal to at least 10 percent of the estimated contract amount, complete substantial construction within 218 days and final completion within 248 days from the Notice to Proceed, maintain a qualified on-site superintendent, coordinate all utility relocations, submit weekly work progress schedules and monthly aerial photographs, and comply with all environmental regulations, NPDES permits, stormwater pollution prevention planning, and ADA accessibility requirements. Electronic bid submissions are required through the OpenGov e-Procurement Platform with a deadline of 4:00 pm EST on Thursday, March 12, 2026; a non-mandatory pre-bid meeting and site visit are scheduled for February 16, 2026 at 10:30 am, and questions must be submitted by Friday, February 27, 2026 at 5:00 pm EST. Awards will be made to the lowest responsive and responsible bidder, with payment and performance bonds required upon contract award and 5 percent retainage withheld from progress payments on contracts exceeding $200,000, payable within 20 business days of invoice approval at 95 percent of earned amounts.

Service Disabled Veteran businesses may be eligible for a price preference of up to 8 percent depending on bid amount thresholds, though no reciprocal preference will be applied. All respondents must provide compliance documentation including conflict of interest disclosures, felony conviction statements, civil litigation history, drug-free workplace certification, E-Verify registration confirmation, and anti-human trafficking affidavits. The contractor bears all costs associated with site investigation, subsurface condition verification, groundwater testing, survey work, permit acquisition, NPDES land clearing permits, dewatering permits, and environmental compliance, with liquidated damages assessed at $200 per day for failure to meet substantial or final completion dates. No additional compensation is provided for permit delays, utility coordination issues, or unforeseen subsurface conditions; however, a geotechnical engineering report, drainage analysis, lighting design calculations, construction plans spanning 91 sheets, and an Environmental Resource Permit Exemption from the South Florida Water Management District for minor roadway safety construction are available to support bidder cost estimations and construction planning.
