Summary of Lighting Calculation Book and Contract Opportunity

This is a lighting calculation book and technical documentation package prepared by Vanasse Hangen Brustlin, Inc. (VHB) for Orange County, Florida, in support of the Y26-720-EB Seidel Road at Summerlake Park Boulevard Roundabout Improvements project. The document comprises a comprehensive photometric analysis for LED roadway lighting at a roundabout intersection in Orange County, Florida, including photometric layout plans, AGi32 lighting analysis reports, and equipment specifications for Autobahn Series ATB2 LED roadway luminaires. The project converts a three-legged stop-controlled intersection into a two-lane roundabout with pedestrian-level LED lighting as a required component. The sealed bid solicitation closes at 4:00 pm EST on Thursday, March 12, 2026, with electronic submissions required through the OpenGov e-Procurement Platform. A non-mandatory pre-bid meeting and site visit is scheduled for February 16, 2026, at 10:30 am, and questions must be submitted by Friday, February 27, 2026, at 5:00 pm EST. The estimated project cost is $1,512,000, with substantial completion required within 218 days and final completion within 248 days from the Notice to Proceed. The contractor must complete at least three similar projects within the past ten years and provide payment and performance bonds upon award.

The lighting design specifies eight 220W LED Autobahn roadway fixtures in Type IV distribution with 4000K color temperature mounted at 40 feet above finished grade on proposed concrete poles with 6-foot arms, providing illuminance levels ranging from 0.4 to 3.3 footcandles across the roundabout and approach zones. Award will be made to the lowest responsive and responsible bidder, with 5 percent retainage withheld from progress payments on contracts exceeding $200,000 and liquidated damages assessed at $200 per day for failure to meet completion dates. Service Disabled Veteran businesses may be eligible for a price preference of up to 8 percent depending on bid amount thresholds. The contractor bears all costs associated with site investigation, permitting, utility coordination, and subsurface condition verification; however, supporting documentation including geotechnical reports, drainage analysis, lighting design calculations, 91-sheet construction plans, and an Environmental Resource Permit Exemption are available to support cost estimations.

Applications:

Roadways Off ramps Residential streets Parking lots

Autobahn Series ATB2 Roadway Lighting

Features:

OPTICAL

The Autobahn’s new molded silicone optics provide exceptional performance. Silicone optics are superior to other polymeric materials in the areas of; optical efficiency, thermal performance, and reduction in dirt accumulation, all of which can lead to long term lumen degradation and a shift in optical distribution. Also, because silicone allows for the molding of fine details as well as thick sections, it produces the most crisp, clean and well-defined lighting distributions available. Silicone optics paired with modern LED’s allow the Autobahn to take full advantage of both technologies.

Same Light: Performance is comparable to 400-1000W HPS roadway luminaires.

White Light: Correlated color temperature - 4000K, or optional 2700K, 3000K or 5000K, all 70 CRI minimum.

Unique IP66 rated LED light engines provided 0% uplight and restrict backlight to within sidewalk depth, providing optimal application coverage and optimal pole spacing.

Available in Type II, III, IIIL, IV, & V roadway distributions.

ELECTRICAL

Expected Life: LED light engines are rated >100,000 hours at 25°C, L70.

Electronic driver has an expected life of 100,000 hours at a 25°C ambient.

Lower Energy: Saves an average of 40-60% over comparable HPS platforms.

Robust Surge Protection: Two different surge protection options provide a minimum of ANSI C136.2 10kV/5kA protection. 20kV/10kA protection is also available.

Luminaire ships with a 0-10v dimmable driver. Luminaire is continuous and step dimming capable via AO option or controls installed on P7 photocontrol receptacle option.

MECHANICAL

Easy to Maintain: Includes standard AEL lineman-friendly features such as tool-less entry, 3 station terminal block and quick disconnects. Bubble level located inside the electrical compartment for easy leveling at installation.

Rugged die-cast aluminum housing is polyester powder-coated for durability and corrosion resistance. Rigorous five-stage pre-treating and painting process yields a finish that achieves a scribe creepage rating of 7 (per ASTM D1654) after over 5000 hours exposure to salt fog chamber (operated per ASTM B117).

Four-bolt mast arm mount is adjustable for arms from 1-1/4" to 2" (1-5/8" to 2-3/8" O.D.) diameter and provides a 3G vibration rating per ANSI C136.31.

Wildlife shield is cast into the housing (not a separate piece).

CONTROLS

NEMA 3 Pin photocontrol receptacle is standard, with the Acuity designed ANSI 7 Pin receptacle optionally available.

Premium solid state locking sale photocontrol - PCSS (10 year rated life).

Extreme long life sold state locking style photocontrol - PCLL (20 year rated life).

Optional onboard Adjustable Output module allows the light output and input wattage to be modified to meet site specific requirements, and can also allow a single fixture to be flexibly applied in many different applications.

Autobahn Series – AEL_0109_ATB2

Appendix D – Correspondence

Below is the “menu” of Duke Energy lighting assets that can be used to build any system or supplement existing. Also, since manufacturers want to keep upgrading chipsets every 6 months it seems, we have our manufacturers we use match to the existing lumen package we have, for instance, the IES files I am going to share will NOT necessarily match the manufacturers website, as they will tune the driver for us to match the existing output….we are married to fixtures for 25-30 years, so we can’t just change out every time they “improve” a lumen package. So when doing a Duke design, please feel free to contact me to check and see if the current lumen package is in effect or if we have upgraded. You can always get IES files directly from me if you need them for analysis with our lighting. I have attached the relevant current files for the majority of roadway projects.

Available components that could be used for roadway lighting are the following:

Lights (AEL ATB0 {110W & 150W} & ATB2 {220W & 280W} Series):

110W LED Roadway Type III Distribution 3000K & 4000K CCT

 150W LED Roadway Type III & IV Distribution 3000K & 4000K CCT

 220W LED Roadway Type III & IV Distribution 3000K & 4000K CCT

 280W LED Roadway Type III & IV Distribution 3000K & 4000K CCT

Poles (Direct Buried Static Cast Concrete or DOT Style Aluminum Frangible):

30’OAL direct buried static cast square concrete pole (net mounting height with 30” rise bracket is 25’AFG)*

35’OAL direct buried static cast square concrete pole (net mounting height with 30” rise bracket is 30’AFG, with 7’ rise is 35’AFG )*

45’OAL direct buried static cast square concrete pole (net mounting height with 30” rise bracket is 40’AFG, with 7’ rise is 45’AFG )*

30’ DOT anchor base aluminum frangible assembly (30’ mounting height with included bracket of 6’, 10’, or 12’x30” rise)**

40’ DOT anchor base aluminum frangible assembly (40’ mounting height with included bracket of 6’, 10’, or 12’x30” rise)**

*Note: Direct buried concrete poles may be fed OH as well as UG if OH feed is available for the location.

**Note: New direct buried engineered breakaway weld versions of these poles are now becoming available and should be approved by Tallahassee soon (significantly lower monthly cost).

45’ to 55’OAL wood or concrete distribution poles (for inline distribution installation to attain spacing if existing poles won’t work)***

***Note: Standard neutral height for distribution is 23’-25’, so utilize this for mounting height calculation in conjunction with the rise of the bracket to get your actual mounting height when attaching to distribution poles.

Brackets (Galvanized Steel or optional black powder coat, for mounting to wood or static cast concrete poles ONLY):

 6’x30” rise

 10’x30” rise

 6’x7’ rise (Aluminum)

 12’x7’ rise (Aluminum)

This should provide what you need to decide what will work on an existing distribution line, freestanding supplemental, or any future lighting that would be served by

Duke. We can help analyze an area should you need our assistance or have specific questions about existing distribution locations, just let us know.

Abid, Good talking with you today, again sorry for the delay as I have been swamped of late.

Per our phone conversation, see items of interest below:

• Overall, Orange County’s preferred light pole is direct buried static cast concrete poles with galvanized brackets and gray fixtures, unless the lighting is installed in a city that has a requirement for black brackets and lights….we can accommodate that at no additional cost. The only time an aluminum frangible DOT style pole will be used is if it is a breakaway required roadway due to design speed and clearzone.

• The Kirby Smith Rd round about appears to be in City of St. Cloud service territory including the ROW on the north side, so I would confirm with the OUC contact as they service St. Cloud Electric. Based on that, Duke

Energy Outdoor Lighting cannot serve for that project.

• Seidel Rd, no issues seen there other than mounting heights….as mentioned in our conversation, 40’AFG is the max we can accommodate with our available equipment, so anything for a 30’AFG or 40’AFG for freestanding is doable, anything above that is not.

• Clarcona Rd, no issues other than pole type and double check mounting heights as discussed.

• Mitchell Hammock, only (3) Duke Energy locations, the remainder is City of Oviedo lighting, no issues there.

Thanks, Michael A. Smith, LC, IES Senior Products & Services Manager
