About this file

This is a Drainage Report Final Submittal for Orange County, Florida's Y26-720-EB Seidel Road at Summerlake Park Boulevard Roundabout Improvements project, a $1,512,000 construction procurement. The project involves converting a three-legged stop-controlled intersection into a two-lane roundabout with westbound two-lane and single-lane eastbound and northbound approaches, including drainage infrastructure compliant with FDOT and South Florida Water Management District standards, storm sewer systems, sidewalk connections, utility coordination, traffic control design, signage, pavement markings, and pedestrian-level LED lighting. Sealed electronic bids through the OpenGov e-Procurement Platform are due by 4:00 pm EST on Thursday, March 12, 2026. A non-mandatory pre-bid meeting and site visit is scheduled for February 16, 2026 at 10:30 am, with questions due by Friday, February 27, 2026 at 5:00 pm EST. The contractor must achieve substantial completion within 218 days and final completion within 248 days from the Notice to Proceed. Awards will be made to the lowest responsive and responsible bidder.

Qualified respondents must have completed at least three similar projects within the past ten years as a prime contractor or subcontractor, with at least one project demonstrating roundabout installation and roadway improvements incorporating at least four specified elements to FDOT standards. A bid bond equal to at least 10 percent of the estimated contract amount is required, along with payment and performance bonds upon award. Five percent retainage will be withheld from progress payments on contracts exceeding $200,000, payable within 20 business days of invoice approval at 95 percent of earned amounts. Service Disabled Veteran businesses may be eligible for a price preference of up to 8 percent depending on bid thresholds. The contractor bears all costs for site investigation, subsurface verification, groundwater testing, survey work, permit acquisition, and environmental compliance. Liquidated damages are assessed at $200 per day for failure to meet substantial or final completion dates. Supporting documents including a geotechnical engineering report, drainage analysis, lighting design calculations, 91-sheet construction plans, and an Environmental Resource Permit Exemption are available to assist with cost estimations and construction planning.
