About this opportunity
The Oakland County Water Resources Commissioner is soliciting bids for the Walnut Lake No. 2 Conveyance CAP Phase II project, a complex sewer infrastructure renewal initiative involving the Detroit Water and Sewerage Department and Great Lakes Water Authority. The project requires comprehensive sewer system modifications, including removing existing 78-inch and 66-inch diameter siphon pipes, constructing temporary bypass conduits, slip lining and grouting existing pipes, and modifying junction and meter chambers. Key deliverables include hand-mining new tunnel alignments, installing new 66-inch and 78-inch diameter sanitary sewers, constructing a new 96-inch sluice gate with electrical connections, and abandoning multiple existing sewer lines along the M-39 Southfield Freeway and M-102 West Eight Mile Road. Electronic sealed bids will be received until June 25, 2025, at 3:00 PM, with a recommended pre-bid meeting and site tour scheduled for June 5, 2025, at 21455 Melrose Ave., Bldg R, Suite 12, Southfield, MI. Contractors must demonstrate extensive technical capabilities in underground infrastructure work, tunneling, and complex municipal utility system modifications.
The project is partially funded through the Clean Water State Revolving Fund (CWSRF) with project number CW5872-01, and includes specific state and federal contracting requirements. Disadvantaged Business Enterprise (DBE) participation is mandatory, with contractors required to demonstrate good faith efforts to solicit DBE subcontractors and complete detailed outreach documentation. The project incorporates Build America, Buy America provisions, prohibitions on certain telecommunications equipment, Davis-Bacon prevailing wage standards, and federal debarment certification requirements. Bidders must submit a certified check, cashier's check, or bid bond for 5% of the proposal amount, with an Owner-Controlled Insurance Program (OCIP) providing certain liability and property insurance coverage. While specific total project budget is not explicitly stated, the comprehensive nature of the infrastructure work suggests a substantial municipal investment, with multiple allowance items including $51,000 for integration services, $100,000 for telemetry integration, and $20,000 for utility work. The contract includes provisions for liquidated damages and requires extensive documentation of technical capabilities, safety certifications, and compliance with federal and state infrastructure project guidelines.
