About this opportunity
The Orange County Transportation Authority (OCTA) is requesting proposals for Workday Application Management Services (AMS) support on a firm fixed-price basis, with proposals due May 14, 2026 at 2:00 p.m. through the OpenGov Procurement portal and interviews scheduled for June 4, 2026.
The scope encompasses comprehensive system support across Workday Human Capital Management, Payroll, Learning, Benefits, Compensation, Recruiting, Talent, Absence, Extend, Help, Prism Analytics, and Integrations modules. The consultant must staff six key personnel — an Engagement Manager, Functional Consultant, Technical/Integration Specialist, Reporting/Analytics Consultant, and Security Consultant — available 7:00 a.m. to 6:00 p.m. Pacific Time, Monday through Friday. Key personnel cannot be removed or replaced without OCTA's prior written consent, with replacements requiring approval at least seven calendar days before departure. The consultant must complete a Module Support Matrix questionnaire demonstrating capability across all Workday modules in functional, technical, reporting, security, and integration support areas. Services include production support with incident management, bi-annual release management, functional support across all modules, integration support for inbound and outbound data flows, reporting and analytics, security administration, testing, enhancements and process improvements, advisory and optimization services, and documentation and knowledge management. Service Level Agreements establish response and resolution targets; Priority 1 issues (system unavailable, payroll failure, security breach, major integration failure) require immediate attention.
The contract value is $475,000 for a one-year term effective July 1, 2026 through June 30, 2027. Pricing is submitted on a firm fixed-price basis for eleven service line items plus travel and expenses (minimum two trips required). Enhancement services are billed on a time-and-materials basis using a Professional Services Rate Schedule with fully-burdened hourly rates; enhancements require prior approval before classification as enhancement work. OCTA will retain 10% of each invoice with retained funds released within 60 days of final payment or 30 days after audit completion.
Insurance requirements are substantial: $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, Workers' Compensation, $1,000,000 Professional Liability, $10,000,000 Cyber/Technology Errors & Omissions, $5,000,000 Employee Theft Client Premises, and $5,000,000 Excess Liability/Umbrella coverage. Cyber liability was added because the contractor accesses sensitive employee and payroll data within Workday; standard Workday contractual protections do not extend to third-party consultants.
Evaluation criteria are Work Plan (30%), Qualifications of Firm (25%), Cost (25%), and Staffing and Project Organization (20%). The evaluation team comprises five internal members: Eden Wang (Department Manager, Enterprise Business Solutions), Thomas Hammet (Section Manager III, Human Resources), Jason Parr (Applications Analyst Senior, Enterprise Computer Solution & Support), Cherie Finona (Section Manager II, Accounting & Financial Reporting), and Lynn Huson (Section Manager III, Human Resources). No external evaluators are required. OCTA may conduct interviews, request Best and Final Offers from firms within a competitive range, and reserves the right to negotiate with multiple offerors simultaneously. Questions were due April 28, 2026 with responses provided by May 7, 2026. Award notification will be provided within three business days of contract award. The contract is funded from Local Measure M sources. No incumbent is identified. OCTA may terminate for convenience at any time or for cause with 30 days' notice.
