About this file

This is an interoffice procurement plan memorandum from the Orange County Transportation Authority (OCTA) dated April 23, 2026, addressing the approval of RFP 250311 for Workday Application Management Services (AMS) Support. The procurement will be conducted as a Request for Proposals to allow evaluation based on criteria beyond price alone. The contract term is one year with a budget of $475,000, and no option years are included. The document does not specify response dates, due dates, site visits, or bidder conference information, though it references that a procurement plan and schedule has been prepared for departmental review and concurrence.

The contract will be structured as a firm-fixed price arrangement based on the detailed scope of work and specific deliverables outlined in the RFP. The evaluation criteria consist of four components: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (30%), and Cost (25%). The funding source is identified as Local Measure M, and the contract includes provisions for prevailing wages and liquidated damages, with the project manager required to provide support documentation for the liquidated damages calculation. An internal evaluation team of five members has been designated, comprised of representatives from Enterprise Business Solutions, Human Resources, Enterprise Computer Solution & Support, and Accounting & Financial Reporting. The document confirms receipt of the independent cost estimate, scope of work verification form, and requisition number R001471.
