About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) IS Department for a Workday Application Management Services (AMS) procurement. The project seeks to procure comprehensive AMS support for OCTA's Workday environment, including Human Capital Management (HCM), Payroll, Learning, and related modules. The estimated contract value is $478,800 for a one-year term with an option term date of January 6, 2026. The ICE was prepared by Eden Wang, IS Department Manager, and was submitted along with the requisition (R001471) and scope of work to CAMM (Contracts Administration & Materials Management) for processing.
The cost estimate of $478,800 is based on independent market research and benchmarking across public-sector and enterprise organizations for comparable Workday AMS services. The estimate reflects a blended hourly rate of $210 per hour applied to an annual effort of 2,280 hours (approximately 190 hours per month), supporting a shared resource model consisting of three to five full-time equivalent Workday-certified resources. The staffing model includes an Engagement Manager, Functional Consultants, Technical/Integration Specialists, Reporting/Analytics Support, and Security Administration Support, with market-based rates for each role ranging from $180 to $275 per hour. The estimate accounts for full SLA coverage with Priority 1-4 support and 24/7 critical coverage, system integrations, security administration, and reporting requirements across multiple Workday modules, excluding major re-implementations and travel expenses unless separately approved.

Additional Information: The ICE was based on independent market research and benchmarking of Workday Application Management Services (AMS) across public-sector and enterprise organizations, the estimated annual cost of $478,800 falls within the upper range of industry-standard pricing for comparable services. The estimate reflects current market labor rates for experienced Workday-certified resources, as well as the complexity of supporting a multi-module Workday environment with defined SLA requirements, integrations, reporting, and security administration.
Given the scope of services, level of expertise required, and expected service delivery model, the proposed cost is considered fair and reasonable.

Independent Market Research Methodology
This estimate was developed using independent market research including:
• Workday AMS pricing benchmarks from public-sector contracts
• Industry averages for Workday-certified consultants
• Comparable system integrators (Accenture, Deloitte, KPMG, Alight, Collaborative Solutions, Avaap)
• Government cooperative purchasing benchmarks (NASPO, GSA-style rate comparisons)
• Industry reports on AMS outsourcing models
Independent Cost Assumptions
AMS Support Model (Typical Industry Model)
AMS support typically requires:
• Engagement Manager (part-time oversight)
• Functional Workday Consultants
• Technical/Integration Specialists
• Reporting/Analytics Support
• Security Administration Support
Typical staffing model (industry standard for similar organizations):
• ~3–5 FTE blended support resources (shared model)
Market-Based Hourly Rates (Independent Benchmark)
Role Market Range ICE Rate Used
Engagement Manager $200–$275 $230
Functional Consultant $180–$240 $210
Technical / Integration Consultant $200–$260 $230
Role Market Range ICE Rate Used
Reporting / Analytics Consultant $180–$230 $200
Security Consultant $180–$240 $210
Blended AMS Rate
Higher-end Workday AMS providers (especially public sector + full SLA + advisory support) typically fall in:
• $210–$240/hour blended
Annual Effort Estimate
Based on scope (full AMS support, SLA coverage, integrations, reporting, security, etc.):
Typical AMS workload:
• ~180–210 hours/month
ICE assumption:
• 190 hours/month
Annual hours:
190 × 12 = 2,280 hours/year
Cost Calculation
Blended Rate: $210/hour Annual Hours: 2,280
Annual Cost Estimate:
2,280 × $210 = $478,800
Total Independent Cost Estimate
Cost Component Estimated Cost
AMS Operational Support (Annual) $478,800
Total 1-Year ICE:
$478,800
Assumptions
• AMS services are delivered via a shared resource model (not fully dedicated FTEs)
• Workday modules supported include HCM, Payroll, Benefits, Recruiting, Talent, Integrations, Security, Reporting, Extend, and Prism Analytics
• SLA requirements (Priority 1–4 support, 24/7 critical coverage) are included
• No major re-implementation or large-scale enhancements included
• Travel and expenses excluded unless separately approved
