About this file
This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for Requisition R001471 concerning Workday Application Management Services (AMS) Support. The project manager, Eden Wang from the Information Systems Department, certified on March 20, 2026, that the scope of work was prepared to invite competition and does not include brand name references or unreasonable vendor restrictions. However, a cross-out addendum clarifies that neither standard certification option applies because OCTA is specifically seeking a vendor experienced with Workday, the SaaS solution recently implemented at the Authority, to provide professional support and expand the system's capabilities rather than implement an alternative solution. The contract term is one year with a project budget of $475,000.
The addendum explicitly states that the requirement for Workday-specific expertise does not constitute an attempt to favor a particular vendor but rather reflects the practical necessity of engaging a consultant who can effectively support and enhance the Authority's existing Workday platform. This specification ensures that the selected consultant can deliver integrated support within OCTA's current technology environment without requiring costly system replacement or reimplementation efforts.

FA-CAMM-071.docm (03/16/18) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.

Addendum to Scope of Work Verification Requisition R001471
Neither option in the Scope of Work Verification form applies to this requisition. OCTA is seeking a vendor who can work specifically with Workday. Workday is the SaaS solution recently implemented at OCTA, the requisition is asking to provide professional support and expand the capabilities of that solution and not implement a new, different solution.
