About this opportunity

Okaloosa County, Florida is requesting bids for installation of a 5-foot-wide ADA-compliant concrete sidewalk along the east side of Woodham Avenue from South Avenue to Newcastle Drive under ITB PW 42-26, with bids due August 5, 2026 at 3:00 p.m. CST and questions due July 24, 2026 at 3:00 p.m. CST. Bidders must hold Florida Department of Transportation prequalification in Work Classes Sidewalk (40), Drainage (7), and Grassing – Seeding and Sodding (12). The project is federally funded and carries a 10.54% DBE participation goal and Davis-Bacon prevailing wage compliance requirements.

The scope spans approximately 2,647 linear feet (STA 9+94.09 to STA 36+41.40) in Fort Walton Beach and includes 20 line items: mobilization, maintenance of traffic, clearing and grubbing (0.60 acres), removal of existing concrete (266 square yards), excavation, concrete sidewalk installation in 4-inch thickness (1,213 square yards) and 6-inch thickness (248 square yards), detectable warnings (152 square feet), performance turf sod (1,378 square yards), sign relocation, and thermoplastic pavement markings (600 linear feet). The contractor must submit an erosion control plan and stormwater pollution prevention plan prior to construction. Environmental restrictions prohibit tree clearing at temperatures below 45 degrees and during the bat maternity season (May 1 through July 15) due to potential endangered tricolored bat habitat disturbance.

Substantial completion is required within 120 calendar days and final completion within 165 calendar days of contract commencement. The contract will be awarded to the lowest responsive and responsible bidder contingent upon Florida Department of Transportation approval. Bid security of 5% of maximum bid price is required in the form of a cashier's check or bid bond, due within five business days of opening. Liquidated damages range from $904 per day for contracts under $299,999 to higher amounts for larger contracts. The contractor must perform a minimum of 40% of work by its own forces, register with SAM prior to award, comply with drug-free workplace certification and E-Verify employment verification, and maintain registration throughout performance. Responses must be submitted electronically through the OpenGov portal; proposals received after the opening deadline will not be accepted. Bids are firm for 90 days following opening.
