The contractor must carry Commercial General Liability Insurance with limits of $1 million per occurrence and $2 million aggregate, Workers' Compensation Insurance, and Employers' Liability Insurance with limits of $500,000. Compliance with all federal, state, and local laws and regulations is required.

The initial agreement term is one year, with the City retaining the option to renew for up to four additional one-year terms at the sole discretion of the City Manager. The contract constitutes a revocable, non-exclusive license to use City property with no leasehold, tenancy, or property interest created. The City reserves the right to reject any or all proposals and to terminate the agreement with or without cause upon thirty days' notice.

Evaluation criteria are experience operating community markets (30 points), Market Management Plan (40 points), innovation and programming (15 points), and references (15 points).
