About this file
This is an Addendum to the Weekly Community Market Management Services RFP issued by the City of Holly Hill, Florida. The addendum pertains to the management and operation of a weekly outdoor community market at Sunrise Park North, 1135 Riverside Drive, Holly Hill, Florida. The selected proposer will be responsible for organizing, promoting, recruiting vendors, and managing all aspects of the weekly market as an independent contractor. A non-mandatory pre-proposal meeting is scheduled for August 6, 2026 at 2:00 PM in City Hall Commission Chambers. Proposals are due August 20, 2026 at 2:00 PM, with written questions due by August 17, 2026 at 5:00 PM. The evaluation committee meeting is anticipated for August 26, 2026, and City Commission award is anticipated for September 8, 2026. The initial agreement term is one year with the City retaining the option to renew for up to four additional one-year terms at the sole discretion of the City Manager.
The selected proposer will receive no compensation from the City; revenue generation depends entirely on vendor fees collected by the contractor. The proposed operating schedule is 7:00 AM setup, 8:00 AM to 1:00 PM market hours, and 2:00 PM cleanup completion, though alternative schedules may be proposed with City approval. The contractor must maintain a minimum of six vendors at each market, including at least one fresh produce vendor, and must promote fresh produce, local agriculture, artisans, food vendors, small businesses, and community engagement. The contractor is required to maintain Commercial General Liability Insurance with limits of $1 million per occurrence and $2 million aggregate, Workers' Compensation Insurance, and Employers' Liability Insurance with limits of $500,000. Evaluation criteria include experience operating community markets (30 points), Market Management Plan (40 points), innovation and programming (15 points), and references (15 points). The City reserves the right to reject any or all proposals and to terminate the agreement with or without cause upon thirty days' notice.
