About this file

This is a proposal opening recording file related to the City of Holly Hill, Florida's request for proposals for Weekly Community Market Management Services under RFP 26-ADM-01. The City seeks a qualified individual, business, or organization to manage and operate a weekly outdoor community market at Sunrise Park North, 1135 Riverside Drive, Holly Hill, Florida. The selected proposer will be responsible for organizing, promoting, recruiting vendors for, and managing all aspects of the weekly community market with a proposed operating schedule of 7:00 AM setup, 8:00 AM to 1:00 PM market hours, and 2:00 PM cleanup completion, though alternative schedules may be proposed with City approval. A non-mandatory pre-proposal meeting is scheduled for August 6, 2026 at 2:00 PM in City Hall Commission Chambers. Written questions are due August 17, 2026 by 5:00 PM, with proposals due August 20, 2026 at 2:00 PM. The evaluation committee meeting is anticipated for August 26, 2026, with City Commission award anticipated for September 8, 2026. The initial agreement term is one year, with the City retaining the option to renew for up to four additional one-year terms at the sole discretion of the City Manager.

The selected proposer will operate as an independent contractor with no compensation from the City; revenue generation depends entirely on vendor fees. The contractor must maintain a minimum of six vendors at each market, including at least one fresh produce vendor, and must promote fresh produce, local agriculture, artisans, food vendors, small businesses, and community engagement. The contractor must carry Commercial General Liability Insurance with limits of $1 million per occurrence and $2 million aggregate, Workers' Compensation Insurance, and Employers' Liability Insurance with limits of $500,000. Evaluation criteria include experience operating community markets (30 points), Market Management Plan (40 points), innovation and programming (15 points), and references (15 points). The City reserves the right to reject any or all proposals and to terminate the agreement with or without cause upon thirty days' notice. The contract constitutes a revocable, non-exclusive license to use City property with no leasehold, tenancy, or property interest created.
