About this opportunity

The Nevada State Purchasing Division, on behalf of the Nevada Department of Tourism and Cultural Affairs/Nevada Division of Tourism, is seeking proposals for a comprehensive Website Usability Study for TravelNevada.com and other NDTCA-managed websites. The study aims to evaluate website appeal, functionality, message delivery, brand resonance, and user experience through qualitative one-on-one interviews with actual and potential website visitors from current and prospective market areas. Vendors will be responsible for participant recruiting, developing screeners and discussion guides, video recording sessions with picture-in-picture documentation, data analysis, producing a final report with findings and recommendations, and presenting results. The evaluation criteria include Demonstrated Competence (25%), Experience in Comparable Engagements within the tourism industry (25%), Professionalism, Expertise, and Availability of Key Personnel (15%), Research Quality (25%), and Cost Factor (10%). Key deadlines include December 1, 2025 at 1:00 p.m. Pacific Time for question submissions, with proposal submissions due December 22, 2025 at 1:00 p.m. Pacific Time. The estimated Notice of Award is February 3, 2026, with Board of Examiners approval expected April 14, 2026.

The contract opportunity offers a preference for Nevada-based businesses, with eligible vendors receiving a five percent preference, and those from states with reciprocal in-state preferences potentially qualifying for inverse preference consideration. Vendors must be registered with nevadaepro.com, hold a current Nevada business license, and maintain active registration with sam.gov prior to award. The anticipated contract budget is $95,000, with the State retaining the option to conduct one comprehensive study or split funds between two separate studies. The contract term spans two fiscal years, from July 1, 2026 through June 30, 2028, with a single contract award expected. Vendors must comply with mandatory minimum requirements, including Nevada law and indemnification provisions, maintenance of required insurance coverage, and agreement not to engage in a boycott of Israel. The successful vendor will be required to provide comprehensive insurance coverage, including Commercial General Liability with specified aggregate limits, Worker's Compensation, and Professional Liability insurance.
