About this opportunity

City of Orlando is requesting sealed bids for Water Conserv II WRF Equalization Pump Station Improvements under IFB26-520, with bids due August 20, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting on July 30, 2026 at 10:00 a.m. at the project site (5420 L.B. McLeod Road, Orlando, FL 32811).

The scope encompasses furnishing and installing equalization pumping equipment, electrical equipment, instrumentation and controls systems, and related work at the Water Reclamation Facility. The project involves demolition and modification of the existing equalization pump station structure, including selective concrete demolition, structural repairs, new mechanical and electrical systems, and HVAC components. All work must be completed under a maximum 2-hour service downtime window for pipeline transfers. Construction is restricted to 7:00 a.m. to 3:30 p.m. Monday through Friday, excluding City holidays, unless approved otherwise. The contractor must verify existing utility locations within 14 days of construction start, maintain bypass pumping operations 24 hours per week throughout construction, and submit detailed sequence-of-construction plans for approval 14 days prior to site mobilization. All piping must achieve 95 to 98 percent compaction density with hydrostatic testing at specified pressures (200 PSI for potable water, 150 PSI for reclaimed water, 100 PSI minimum for force mains for two hours). Final as-built drawings sealed by a Florida licensed surveyor are required before system activation. The contractor bears responsibility for utility damage costs, temporary drainage, dewatering, erosion control, and area restoration.

The pricing proposal structure includes seven line items: all work not listed separately (lump sum), mobilization and demobilization capped at 3% of total base bid, general requirements including bonds and insurance, equalization pumping equipment, electrical equipment, instrumentation and controls systems, and a $25,000 permit allowance. Questions are due August 6, 2026 at 5:00 p.m. Respondents must submit completed Vendor Questionnaires, Small and Local Business Enterprise Participation Forms, and DUNS numbers. All submissions must be made electronically via OpenGov; the City assumes no responsibility for submission delays.
