About this opportunity
The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for a Basic Ordering Agreement (BOA) to establish a contract with a qualified consulting firm to provide comprehensive water and wastewater engineering services. This is a requirements contract with no guaranteed minimum volume of work, structured to address ongoing and emergency engineering needs across WSSC's water and wastewater infrastructure systems serving Prince George's County and Montgomery County in Maryland. The scope of services includes asset armoring and rehabilitation design, urgent collection and distribution system asset rehabilitation designs, inspections, assessments, evaluations, project management, monthly reporting, design services, engineering and technical support, and emergency engineering services. Deliverables will be initiated through written Task Orders issued by WSSC on an as-needed basis, with compensation structured either as cost-reimbursement using hourly labor rates for 16 classifications ranging from Principal Engineer to Survey Rodman, or as lump sum arrangements for specific projects. Qualified respondents must demonstrate a minimum of seven consecutive years in business with at least five years of experience providing water or wastewater engineering services and must comply with WSSC's design standards as outlined in the WSSC Pipeline Design Manual 2017 and comprehensive standard specifications covering water distribution systems, sanitary sewage systems, pressure sewer systems, rehabilitation methodologies including pipe bursting and CIPP lining, cathodic protection systems, and related infrastructure components. Evaluation criteria include Firm Experience (30%), Technical Approach (30%), Key Personnel and References (30%), and Pricing (10%), with all proposals requiring Workers' Compensation insurance, Commercial General Liability coverage of $1,000,000 per occurrence with $2,000,000 aggregate, Umbrella Liability of $1,000,000, and Errors & Omissions Liability of $1,000,000. Responses must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 p.m. on Monday, May 18, 2026, with a non-mandatory pre-bid meeting scheduled for May 5, 2026, at 10:00 a.m. via Microsoft Teams and a question submission deadline of May 8, 2026, at 2:00 p.m.
WSSC has established a 28 percent Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal, with certified African American and Women-Owned firms counting fully toward the goal, Asian American firms counting at 18 percent, and Hispanic American firms counting at 7 percent toward goal achievement. Consultants must obtain ISO 27001 or SOC2 Type II certifications for document security and maintain compliance with WSSC's Code of Ethics and nondiscrimination policies; all travel-related expenses must be included in task order rates with no separate reimbursement permitted. The contract has a base term of three years with one optional two-year extension period exercisable at WSSC's sole discretion, plus an additional ninety-day extension option, though WSSC retains the right to cancel the multi-year contract after the first fiscal year or one year due to unavailability of funds. The maximum cost ceiling for all work under the contract is $4,800,000, which cannot be exceeded without a written amendment, with labor rates specified in the Labor Classification with Salary Schedule remaining firm throughout the contract term and all option periods. No incumbent vendor information or existing contract details are identified in the solicitation materials, indicating this is a new procurement opportunity. This procurement also permits intergovernmental and cooperative purchasing arrangements, allowing other eligible entities to utilize the contract established through WSSC's procurement process.
