About this file

This is a 2026 Standard Specifications document for Section 02930 Exterior Plants, prepared for the Washington Suburban Sanitary Commission (WSSC) in Maryland, governing the planting and maintenance of trees, shrubs, and ground cover at project locations approved by the Engineer. The specifications establish comprehensive requirements for plant material sourcing, quality standards, and installation procedures, including submittal requirements for itemized plant lists with sources, material samples, and invoices certifying plants are disease-free and properly identified. Plants must comply with American Nursery & Landscape Association standards and American Joint Committee on Horticulture Nomenclature nomenclature, and all materials are subject to inspection and approval at the point of growth or upon delivery. Planting operations are restricted to the period between October 1 and May 15, excluding freezing temperatures, with ground covers planted according to grass seed specifications. The contractor must guarantee all trees, plants, and ground cover for one year from Final Completion, with replacement of dead, weak, diseased, or improperly sized plants at no additional cost to WSSC if directly attributable to restricted water use per Commission directives.

The specifications detail extensive material requirements including topsoil composition, fertilizer types and application rates, soil mixes formulated for both standard and ericaceous plants, planting stakes and guying materials, tree wrapping and wound dressing, and mulch specifications in various compositions including ground bark, shredded bark, peat moss, peanut hulls, and stone chips. Comprehensive maintenance obligations commence immediately after planting and continue through the one-year guarantee period, requiring watering of at least five gallons per tree and two gallons per shrub when precipitation is less than one inch per 14-day period, weed control, pruning of dead material, resetting of settled plants, and replacement of failed plantings. Measurement and payment are calculated by individual trees and shrubs of various types and sizes actually planted with Engineer acceptance, with unit prices listed in the Bid Schedule; payment includes all preparatory and maintenance work and necessary appurtenant materials and equipment.
