About this file
This is a standard specification document issued by the Washington Suburban Sanitary Commission (WSSC) for impressed current cathodic protection (ICCP) systems designed to protect water and sewer pipelines from corrosion. The specification establishes comprehensive requirements for the installation, testing, and commissioning of complete ICCP systems, including deep anode groundbeds, horizontal anode groundbeds, rectifiers, remote monitoring units, test stations, insulating joints, and joint bonding components. The work encompasses both new installations and repair/restoration of existing cathodic protection test stations as indicated on contract drawings. Key deliverables include marked-up as-built drawings, field test data, continuity testing records with GPS coordinates for each test station, individual anode current measurements, structure-to-soil potential surveys, and a comprehensive operations and maintenance manual. The specification requires that all installation work be supervised by qualified corrosion control technicians or engineers, with deep anode installation performed by licensed well drillers experienced in similar work. Final acceptance testing must be conducted in the presence of the engineer and include polarized and depolarized potential measurements, rectifier voltage and current output verification, stray current interference testing, and compliance with NACE International SP0169-2007 cathodic protection criteria.
Payment is made on a unit price basis per complete impressed current cathodic protection system and per test station installed in place, with unit prices to be submitted in the bid schedule. The specification requires submission of detailed technical submittals including manufacturer certifications, installer qualifications, well driller credentials listing minimum ten similar installations completed within the past five years, corrosion control tester qualifications and procedures, and documentation of at least five previous corrosion control system testing projects. Materials must be supplied by manufacturers regularly engaged in corrosion control production, with approved manufacturers specified for critical components including rectifiers (Universal Rectifiers, Inc. or equal), exothermic weld materials (ERICO or Continental Industries), reference electrodes (Electrochemical Devices, Inc.), and anode backfill (Loresco International). All work must comply with National Electrical Code requirements and applicable state and local electrical codes, with electricians performing AC power installations required to be locally licensed. Before energizing any installed cathodic protection system, contractors must provide a minimum of four weeks advance notice to the Baltimore/Washington Underground Corrosion Coordinating Committee and other appropriate utilities for coordination purposes.
