About this file
This is a Standard Specifications document for Site Conditions issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland for the 2026 construction season. The document establishes general requirements for contractors regarding existing utilities, structures, and facilities at project sites. Key requirements include mandatory notification to Miss Utility 48 hours in advance of work near existing utility structures, verification of utility locations through test pits or other means before construction begins, and protection of all existing utilities and structures throughout the project. Contractors must support and protect utility structures shown on drawings and those not shown at no additional cost to WSSC. The specification requires contractors to immediately notify the utility owner and engineer upon discovery of previously unknown underground utilities and to coordinate with utilities regarding any requested adjustments to public utility structures. Contractors must also permit free access to existing utility structures for inspection, maintenance, and new utility construction by utility owners and operators at all times.
The document further specifies that contractors are responsible for locating, protecting, and maintaining or removing and restoring existing improvements, structures, and facilities within and adjacent to the construction area, including trees, shrubberies, property survey monuments, fences, curbs, gutters, walkways, driveways, and flagstone. Damage to any existing structures must be repaired and restored to original condition at no additional cost to WSSC. Any costs resulting from damage to incorrectly marked utilities are the responsibility of the utility owner, not WSSC. The specification clarifies that all costs and time extensions incurred due to lack of coordination with utilities or from contractor-arranged relocations are at no additional cost to WSSC. Notably, providing for and complying with requirements outlined in this section will not be measured for payment but will be considered incidental to the overall contract cost.
