Summary of Work Document - WSSC 2026 Standard Specifications Section 01110

This is a Standard Specifications document issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland establishing general requirements and responsibilities for construction work performed under Area Service Connection Contracts and other contract types. The document outlines the scope of work, which may include installation of water service connections, sewer service connections, or combined water and sewer connections; locating missing or defective existing service connections; correcting defective connections; and abandoning water or sewer service connections as directed by the Engineer. WSSC observes a standard five-day work week (Monday through Friday, 8 hours daily) and specifies thirteen holidays during which work is prohibited without written authorization. The Contractor must provide at least eight hours' written notice to the Engineer before commencing site activity and may be charged overtime fees if work extends beyond standard hours or occurs on weekends and holidays. The Commission will furnish one 3/4-inch water meter for construction purposes at no charge and will establish control points for stakeout purposes, while the Contractor bears responsibility for all pipe, fittings, and materials necessary for construction unless otherwise specified.

The Contractor is responsible for obtaining all necessary permits and written approvals for use of premises not furnished by WSSC, securing staging areas, mobilizing equipment, and conducting all operations to minimize disruption to traffic and public convenience. Material pickup and delivery procedures are strictly defined, with contractors required to provide three working days' notice for materials 14 inches and smaller and ninety working days' notice for materials 16 inches and larger. The Contractor must replace any damaged or lost materials at no expense to WSSC and return excess materials within the specified timeframe. Contractors must submit pre-construction photography and video documentation and deliver written notices to affected homes and businesses 48 hours prior to work commencement. For projects affecting more than one mile of water main, a phased construction sequence is mandated, requiring completion of each phase before the subsequent phase begins. The document specifies that quantities in the Bid Schedule are estimates only, and equitable adjustments to unit costs will be considered if actual quantities vary more than 25 percent above or below estimated amounts. Payment methodology varies by contract type, with Area Service Connection Contracts utilizing fixed contingent unit prices for mobilization and other contract types utilizing lump sum payments based on approved progress schedules.
