About this opportunity
The Texas Space Commission is requesting information on vibroacoustic, vibration, acoustic, shock, modal, and electromagnetic interference/compatibility (EMI/EMC) mobile test capabilities, with responses due September 4, 2026, at 2:00 p.m. Central Time. This is a nonbinding Request for Information for market research only — no contract, grant, award, or funding commitment results from participation, and response submission creates no eligibility preference or prequalification for future opportunities.
Respondents must demonstrate prior successful work on NASA environmental verification projects, NASA-class test support, or NASA payload testing campaigns involving spacecraft, payloads, subsystems, instruments, components, ground support equipment, thermal vacuum testing, environmental verification, or EMI/EMC hardware support. Ineligible respondents include those unable to demonstrate prior NASA work, those proposing exclusive-use infrastructure, and those acting only as brokers or landlords without direct technical responsibility. Non-Texas entities may respond if they explain Texas relevance, prospective Texas location, or how they fill national capability gaps.
Respondents may submit demand-only responses, technology-only responses, or facility operator responses. The comprehensive response package requires an executive summary, facility data sheets for each materially distinct facility or system, equipment inventories with calibration and certification status, current utilization and access matrices covering the prior three years, five-year and ten-year demand forecasts (committed, forecast, and speculative), shared-user operating models, rough order-of-magnitude capital and annual operating costs, planning schedules identifying critical path and decision gates, risk registers addressing at least ten significant risks, workforce and supplier development pipelines, geographic information system documentation with site maps and photographs, customer and partner letters of interest, and discipline-specific technical annexes addressing vibration systems, acoustic capabilities, EMI/EMC shielded or anechoic chambers, instrumentation, standards compliance (MIL-STD-461, MIL-STD-464, RTCA DO-160, NASA GEVS), and integrated test-flow capabilities.
Respondents must clearly distinguish current verified capability from proposed upgrades, separate committed demand from forecast or speculative demand, identify all assumptions and contingencies, and provide documentation supporting material claims. Responses must address secure handling of proprietary, export-controlled, and classified information, with security-sensitive facility details submitted through protected channels rather than ordinary email. The Texas Space Commission may request written clarifications between September 4–18, 2026, and will conduct voluntary site visits and technical workshops for fact-finding purposes.
