About this opportunity
Dallas Independent School District is soliciting proposals for uninterruptible power supply systems for district-wide use on an as-needed basis under RFP posted October 11, 2026, with proposals due November 12, 2026. All vendors, including sole-source providers, are encouraged to participate. The procurement is conducted under Title 2 of the Code of Federal Regulations Part 200 and may be funded through local, state, federal, and grant-funded programs.
Dallas ISD maintains an aspirational Small Business Enterprise (SBE) participation goal of 30 percent of total contract value for goods and services. SBE compliance forms are mandatory for all respondents and carry evaluation weight of up to 20 points; bidders may earn additional points through demonstrated SBE enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE participation or joint ventures (up to 5 points), subcontractor utilization (up to 5 points), and an SBE participation plan (up to 5 points). Vendors not utilizing certified SBE subcontractors must demonstrate good-faith effort to engage qualified SBEs or forfeit up to 5 points.
The scope includes UPS equipment for network infrastructure across multiple school sites. Dallas ISD has issued a Pre-Installation Project Scope Validation Form requiring vendors to conduct field surveys of network closets, document existing UPS conditions, electrical readiness, and power redistribution requirements before quotation. Technical Design Guidelines specify Eaton UPS systems with network connectivity and one-hour continuous operation capability; heat-load requirements for main distribution frames range from 20,500 to 41,000 BTU/hr and intermediate distribution frames from 3,500 to 7,500 BTU/hr.
The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide written notice at least 90 days prior to expiration if non-renewal is intended. Vendors must maintain general liability insurance of $1 million per occurrence, comply with debarment certification and child support certification requirements, and obtain criminal background checks for employees with continuing duties on school property. Pricing must remain firm for 120 calendar days following receipt/opening date. Vendors must submit Form 1295 (Certificate of Interested Parties) electronically and complete a Conflict of Interest Questionnaire within seven business days after beginning contract discussions.
