About this opportunity

The Utah Department of Transportation (UDOT) and Utah Transit Authority (UTA) are seeking proposals for a comprehensive procurement of Diesel Multiple Unit (DMU) commuter rail vehicles through a Request for Proposal (RFP) solicitation. The project, named FrontRunner 2X, seeks to acquire 10 base DMUs with options to expand up to 40 total units, aimed at enhancing the existing FrontRunner commuter rail system along the Wasatch Front. The procurement requires a qualified supplier to design, manufacture, test, furnish, deliver, and performance test the DMUs, with associated deliverables including spare parts, training materials, manuals, special tools, and diagnostic equipment. The evaluation will utilize a best value selection process, with a total possible score of 1,000 points (700 technical, 300 price), focusing on comprehensive documentation of vehicle systems, performance specifications, and historical performance data. Key dates include a draft RFP release on December 6, 2024, final RFP release on July 1, 2025, proposal due date of October 10, 2025, and anticipated contract award between December 1, 2025, and February 12, 2026. Proposals must be electronically submitted through the Department's Bonfire eProcurement Platform, with additional requirements for paper submissions.

The solicitation appears to be open to commuter rail vehicle manufacturers nationally, with no specific set-aside designations mentioned. The project will be funded through a combination of local and potentially federal transit funding, with Buy America requirements in place. The existing FrontRunner infrastructure operates on an 83-mile corridor connecting Weber, Davis, Salt Lake, and Utah counties, with the new DMUs designed to increase service frequency from 30-minute to 15-minute intervals. The vehicles must meet stringent performance requirements, including operation in extreme environmental conditions (-30F to 110F), accommodation of up to 240 passengers, and compliance with Federal Railroad Administration standards. While specific pricing is not detailed in the documents, the procurement includes comprehensive technical specifications for a 40-year design life DMU with advanced features like integrated passenger information systems, Wi-Fi, automated passenger counting, CCTV, and positive train control capabilities. The contract will include provisions for potential future low or zero-emission system conversions, suggesting flexibility for technological advancements.
