About this file
The document is a UTA (Utah Transit Authority) Capital Development Procedures manual for Design Criteria, developed by Travis W. Jones and approved by the Design and Construction Committee on 30 March 2011. The procedure outlines the processes for changing or updating design standards and applying for design exceptions for UTA Capital Development projects. Design criteria are defined as explicit goals that projects must achieve, serving as a framework for design decisions and stored in a specific network directory, organized by transit mode (LRT, CRT, BRT, etc.).
The document specifies two key procedural workflows: updates to design standards and design exceptions. For design standard changes, the UTA engineer for design criteria is responsible for compilation, review, and updates. The process involves submitting proposed changes to the engineer, who then briefs the design and construction management team, which can recommend further review, refinement, rejection, or forwarding the proposed change to the CCC (likely a central coordinating committee) for final approval. Similarly, for design exceptions, the design team must complete a standard form, which is reviewed by the engineer, routed to relevant UTA departments, and ultimately requires CCC approval. The procedure emphasizes a structured, multi-step review process to ensure comprehensive evaluation of any proposed changes or exceptions to established design criteria.

UTA—Capital Development Procedures Procedure Title: 3C Design Criteria Developed by: Travis W. Jones Page 1 of 2
Approved by: Design and Construction Committee 30 March 2011
1 Introduction
The procedure outlined herein provides guidance for changing/updating design standards and applying for a design exception. The design standards for UTA Capital Development projects are located in the design criteria documents. In general, design criteria are the explicit goals that a project must achieve in order to be successful and are used by designers as a framework for making design decisions.
The design criteria for Capital Development are stored at the following address:
I:\capdev\common\GENERAL Files\Design Info\Design Criteria\
Design criteria are organized by mode of transit (i.e. LRT, CRT, BRT, etc.).
2 Responsibility
The UTA engineer for design criteria will be responsible for the compilation, review, and update of the design criteria.

5 Requirements/Activities
5.1 Changes/Updates to Design Standards
When periodic updates and/or changes are to be made to the design criteria, the following process shall be followed:
a. The change/update is submitted to the UTA engineer for design criteria.
b. The engineer reviews the proposed change and makes comments. The engineer briefs the design and construction (D/C) management team on the proposed change. The D/C management team will either recommend further review, refinement, and modification of the proposed change to the design criteria; will reject the change; or will recommend the proposed change be forwarded to the CCC.
c. The engineer briefs the CCC on the proposed change. The CCC must approve any changes to the design criteria.

5.2 Design Exceptions
If during the design process an exception to the design criteria is identified by the design team, the following process shall be followed:
a. The design team uses the latest version design exception form to outline and document the design exception. This form can be obtained from the UTA engineer for design criteria.
b. The engineer reviews the design exception and makes comments. Furthermore, the engineer routes the exception request to the appropriate UTA departments for review (i.e. safety, legal, operations, maintenance, etc.). The engineer also briefs the design and construction management team on the proposed exception. The D/C management team will either recommend further review and documentation of the exception, reject the exception, or will recommend the exception be forwarded to the
CCC.
c. The engineer briefs the CCC on the design exception. The CCC must approve any design exceptions.
