About this opportunity

Mohave Educational Services Cooperative, a purchasing consortium representing approximately 480 public agencies across Arizona, issued Request for Proposal 26E-0325 to solicit vendors for trucks, vans, utility service bodies, and related maintenance and service offerings. The procurement encompasses new and used light-duty, medium-duty, and heavy-duty trucks and vans; utility service bodies in multiple configurations including stake beds, dump bodies, flatbeds, crane or boom-lift bodies, enclosed service bodies, refrigerated boxes, water-tank units, and roll-off bodies; parts and accessories; rental vehicles; and service and repair support. Acceptable manufacturers include Chevrolet, Delta, Dodge, Drake, Ford, Freightliner, GMC, Imperial, International, Hino, Isuzu, Kenworth, Knapheide, Mack, Maxon, Mercedes-Benz, Morgan, Norwood, Peterbilt, RKI, Road Clipper, Royal Truck Body, Volvo, and Winston, though offerors may propose alternate manufacturers meeting specified quality and performance characteristics, subject to Mohave's approval. Qualified vendors must hold current Arizona Department of Transportation new or used motor vehicle dealer licenses, maintain liability insurance with a minimum aggregate coverage of $2,000,000, carry workers' compensation insurance compliant with Arizona state statute, and provide detailed pricing using percent discount off manufacturer's prices, firm fixed prices, or a combination thereof, with Mohave's one percent administrative fee included in all quoted prices. The contract will be awarded for an initial one-year term with four optional one-year extensions; the deadline for submitting questions is March 18, 2026, at 5:00 p.m. Arizona time, with proposals due by March 25, 2026, at 3:00 p.m. Evaluation criteria include pricing (30 points), offer and acceptance documentation (25 points), primary vendor information and qualifications (25 points), supporting contract documents (10 points), and additional information (10 points).

This procurement carries no identified set-aside designations or restrictions limiting participation based on disadvantaged enterprise status; all responsive and responsible offerors meeting the stated qualifications are eligible to respond. Vendors must submit completed pricing workbooks in unlocked Excel format along with current manufacturer price lists or catalogs, provide comprehensive facility and service capability information, and comply with federal compliance requirements including EDGAR Certification, anti-lobbying certification per the Byrd Anti-Lobbying Amendment, debarment and suspension certification (USDA Form AD-1048), and verification through the System for Award Management database. The solicitation documents do not identify any incumbent vendors, current contractors, or specific budget ranges; however, the procurement is designed to achieve economies of scale across a statewide membership and is intended to serve approximately 480 member agencies that may add to the contracting volume during the contract term. Restocking fees are capped at fifteen percent, return shipping for defective goods is the vendor's responsibility, and all products must be currently in production and marketed to both general public and education/government agencies, with vehicles delivered fully serviced, inspected, and ready for operation with manufacturer warranties of minimum twelve months and 12,000 miles for new vehicles and minimum ninety-day, 3,000-mile warranties for used vehicles.
