About this file
This is an Anti-Lobbying Certification Form required for RFP 26E-0325, issued by Mohave (a consortium of approximately 480 public agencies across Arizona) for Trucks, Vans, and Utility Service Bodies procurement. The certification applies to all offerors responding to this statewide solicitation, which seeks new and used trucks, vans, and utility service bodies, along with associated maintenance and service for eligible member agencies. The contract award structure includes an initial one-year term with four potential one-year extensions available through contract modification. The solicitation encompasses products from established manufacturers including Chevrolet, Ford, GMC, Dodge, International, Kenworth, Peterbilt, and other recognized brands, though offerors may propose alternate solutions meeting specified quality and performance standards. Service-related equipment such as mechanic tool sets, jacks, and shop tools are explicitly excluded from the scope.
The Anti-Lobbying Certification mandates that no federal appropriated funds shall be paid to influence federal agency officers, Members of Congress, or congressional staff in connection with contract award, grant, loan, or cooperative agreement activities. Offerors must certify compliance with the Byrd Anti-Lobbying Amendment (31 U.S. Code § 1352) and 2 CFR § 200.450, and must disclose any non-federal lobbying expenditures using OMB Standard Form LLL. All subcontractors receiving awards exceeding $100,000 must provide similar certifications and disclosures. Violations carry civil penalties ranging from $10,000 to $100,000 for each failure to comply. Submission of this certification is a prerequisite for contract execution.
